FCC Says TV Spectrum Incentive Auction to Cost $226 Million

The Federal Communications Commission reports that the auction of 600 MHz broadcast TV spectrum in 2016 should cost about $226 million in administrative costs. The FCC finally released the rules relevant to the auction, after it postponed its vote on them in July. The auction will have two parts: first, the reverse auction, which enables broadcasters to accept opening bids if they want, and second, the forward auction in which wireless companies bid on TV spectrum that broadcasters release in the first auction. Ad-Blocking Results in $22B in Lost Ad Revenue, Says Report

Ad-blocking software has grown dramatically in usage; an estimated 200 million people worldwide now use ad-blocking software of which 45 million are in the U.S. That’s one of the findings of a report sponsored by Adobe and PageFair, two companies concerned about the implications of such software on the advertising industry. Ad-blocking is responsible for nearly $22 billion in lost revenue this year. The Dublin-based PageFair focuses on helping advertisers regain some of this lost revenue. NFL and Twitter Expand Partnership With More Video and Ads

The National Football League and Twitter already have a relationship, but in a new deal, Twitter users will be able to enjoy an increased amount of footage beginning with the start of pre-season football. The NFL has just signed a multi-year deal with the social network to add more game highlights from pre-season games through the 2016 Super Bowl, breaking news, analysis, game recaps, behind-the-scenes video and other footage of interest to football fans. SIGGRAPH: Faceware Unveils Live Capture for Gaming Engine

At SIGGRAPH 2015 in Los Angeles, Faceware Technologies, which creates markerless 3D facial motion capture solutions, demonstrated its Faceware Live plugin for Epic Games’ Unreal Engine 4. With the plugin, developers for the UE4 will be able to capture facial movements with any video source and apply them immediately to digital characters. The Unreal Persona animation system displays the facial animation that takes place in real-time. The plugin was shown behind closed doors at SIGGRAPH. While debates over privacy on and off the Internet rage, Japan has just come out with an ideal item for the privacy conscious: eyeglasses that block facial-recognition technology. The Privacy Visor, which was the brainchild of the government-affiliated National Institute of Informatics and an eyeglass manufacturer over the last two years. The Visor works by using patterns and angles on the lens that either reflect or absorb light, disrupting auto-focus to make faces undetectable. BT Sport Ultra HD, Europe’s First 4K Channel, Broadcasts Live

On August 8, BT aired a live broadcast of a Premier League match on its newly launched BT Sport Ultra HD channel, the first such channel in Europe. The broadcast, which featured Manchester United versus Tottenham Hotspur, is the first of a series of live weekly broadcasts; future live broadcasts include UEFA Champions League, Aviva Premiership Rugby and MotoGP. BT’s TV Entertainment Ultra HD package, which costs subscribers about $23 a month, relies on a 4K-capable TV and BT’s 4K-capable 1TB Ultra HD YouView+ set-top box. Google Now a Subsidiary of New Parent Company, Alphabet Inc.

In a move that surprised Wall Street, Google created Alphabet Inc., a new publicly traded parent company. Google will be a subsidiary of Alphabet, with Google executive Sundar Pichai as its new CEO. Co-founders Larry Page and Sergey Brin will run Alphabet, which will include all of Google’s other ancillary businesses. Brin will also run Google X, the company’s experimental laboratory. Since the announcement was made after the close of trading on Wall Street, Google shares rose 6 percent in after-hours trading. SIGGRAPH 2015: The Road to Producing Virtual Reality Content

At SIGGRAPH 2015, the computer graphics convention held this year in Los Angeles, virtual reality executives encouraged the Hollywood production community to begin to develop more content. Oculus Story Studio, the content creation division of Oculus, which makes the Rift virtual reality headset, recently debuted its second short VR film, “Henry.” Creating content for virtual reality comes with a variety of technical challenges, say the experts, but virtual reality won’t take hold until compelling content is available. Mobile Companies Face Stagefright, Android Security Issues

The emergence of Stagefright, a malicious code that targets Android phones, has impacted all mobile companies using the Google operating system. Google has already fixed the problem in its own line of Nexus phones and tablets, and now plans to supply monthly security updates wirelessly. Both Samsung and LG have also announced they will be issuing a monthly security update; other impacted mobile phone manufacturers include Sony, HTC and Android One, all of which have provided or plan to provide Stagefright patches. Apple’s Plan to Dominate Streaming Music Off to a Good Start

Since launching Apple Music on June 30, Apple reports 11 million users have signed up for a three-month trial to access 30 million songs. If they all become paying members, by October the Silicon Valley firm will have half the membership of leading music streamer, 10-year old Spotify. Apple is launching a comprehensive marketing campaign — with billboard, TV and radio ads — for the new streaming service. In the fall, it will roll out its Android version of Apple Music in beta. RIAA Confronts BitTorrent Over Its Piracy-Enabling Software

The Recording Industry Association of America, which has long fought piracy, is now taking aim at BitTorrent, the company whose technology enables it. The RIAA sent a letter to BitTorrent demanding that the company pay closer attention to the use of its software in peer-to-peer infringement. This came after the RIAA’s random sample of 500 audio torrents revealed that 82.4 percent of them were commercially available and likely protected by copyright. China Ratchets Up Internet Control with On-Site Cyber Police

The Chinese government stated it will place cybersecurity police units at the country’s major Internet companies and websites, to prevent fraud, other illegal activities and the amorphously phrased “spreading of rumors,” reports the state-owned Xinhua News Agency. The Internet in China is monopolized by three major companies: e-commerce site Alibaba, Tencent for gaming and messaging, and search engine Baidu. Virtual Reality Startups Define Diverse Facets of New Medium

The tech world is awash in virtual reality startups, each of them focusing on developing different aspects of the new medium. Oculus VR, which was purchased by Facebook last year for $2 billion, has made great strides in several areas, including its virtual reality head-mounted display Oculus Rift, but is also working on Oculus Cinema, a consumer-facing movie-watching app. Other companies are creating avatars, virtual worlds and virtual games, and a camera that allows viewers to go on tours of homes for sale and hotel rooms.
