Startup Fancy Bits, founded by two former GitHub employees, has launched Channels, a kind of DVR for the streaming age. Microsoft Mesh Aims to Bring VR/AR Devices, Users Together

Microsoft Mesh is a new mixed-reality platform powered by Azure that enables people in different locations to meet and collaborate as digital representations of themselves in holographic experiences across a variety of devices. To demonstrate the shared experience, Microsoft technical fellow Alex Kipman appeared at the company’s Ignite digital conference this week via holoportation, and was joined by Cirque du Soleil co-founder Guy Laliberté, filmmaker James Cameron and Niantic CEO John Hanke to discuss related initiatives. Microsoft announced two apps built on the platform — a preview version for HoloLens 2 and a new Mesh-enabled version of AltspaceVR. China’s Five-Year Plan to Build Domestic Chip Manufacturing

China has a five-year plan to dominate the semiconductor industry by building up the domestic industry while fending off U.S. blacklists. The details of the plan won’t be released for a long time, but clues have been dropped by government officials, think tanks and official publications. Over the next five years, China plans to make do with existing semiconductors while it focuses on third generation chipmaking, a nascent field that no one yet dominates, by creating local companies for relevant software and hardware. Twitch Report Details the Challenges of Curbing Toxic Speech

Video live-streaming service Twitch, which saw a 40 percent increase in channels in 2020, released its first transparency report featuring details on how it provides security for its 26 million daily users. The Amazon-owned company has always struggled to control harassment and hate speech but even more so during its meteoric growth spurt, especially since live content is harder to control. The new report acknowledges that challenge, noting it’s relied on volunteer moderators and user reports as well as its AutoMod tool, introduced in 2016. Nielsen Sells Its Video Ad-Tech to Roku, Part of Multiyear Deal

Roku has inked a multi-year deal whereby data from Roku’s platform will be incorporated in the upcoming Nielsen ONE cross-media measurement product and Roku will acquire Nielsen’s Advanced Video Advertising (NAV) business, which will enable it to offer a fully addressable advertising solution for TV programmers. Under the terms of the deal, Roku will have Nielsen’s video automatic content recognition (ACR) technology and its dynamic ad insertion (DAI) system, allowing it to offer targeted, household-level advertisements. National Security Commission on AI Pinpoints Chinese Threat

The National Security Commission on Artificial Intelligence identified China as the first to challenge U.S. technological dominance since the end of World War II. To counter this potential threat to the United States, the 15-member commission issued a 756-page report urging a $40 billion investment in artificial intelligence research and development to be “AI ready” by 2025. The report also called for the U.S. to stay two generations ahead of China in semiconductor manufacturing. To that end, it suggested a significant tax credit for chip makers. Roblox Counting on Older Consumers to Join App, Buy Stock

Roblox, valued last month at $29.5 billion, told prospective investors it is trying to lure older users onto its gaming, concerts and educational platform. Chief executive David Baszucki said the company is counting on older adults not just to join the platform but to buy its stock when it goes public next month. The Apple and Google application has been a top earner during the pandemic, with 2020 revenue jumping 82 percent to $923.9 million and number of hours spent on the platform more than doubling to 30.6 billion. After SolarWinds Hack, Big Tech Debates Cloud Data Security

The SolarWinds hack invaded at least nine U.S. government agencies and 100+ corporations. Now, Microsoft is at odds with Dell Technologies and IBM on the best way to secure data. Microsoft president Brad Smith stated that “cloud migration is critical to improving security maturity,” but the other two companies opine that a hybrid cloud and on-premise data storage is preferable. Smith stated that all the breached accounts Microsoft identified involved on-premise systems and that a hybrid system is more vulnerable to attacks. Massachusetts Finds Compromise in Use of Facial Recognition

Oakland, Portland, San Francisco and Minneapolis have banned police use of facial recognition, mainly due to its inherent racial bias. Massachusetts is now the first U.S. state to legislate its use. The law, which goes into effect in July, has found a middle ground, both allowing law enforcement to use the facial recognition technology to catch criminals and building in protections intended to prevent false arrests. GPT-3: New Applications Developed for OpenAI’s NLP Model

OpenAI’s natural language processing (NLP) model GPT-3 offers 175 billion parameters, compared with its predecessor, GPT-2’s mere 1.5 billion parameters. The result of GPT-3’s immense size has enabled it to generate human-like text based on only a few examples of a task. Now, many users have gained access to the API, and the result has been some interesting use cases and applications. But the ecosystem is still nascent and how it matures — or whether it’s superseded by another NLP model — remains to be seen. With the recent explosion of live audio chat platforms, from Clubhouse to game-centric Discord and Twitter’s Spaces comes a new problem: how to moderate real-time speech. As Discord chief legal officer Clint Smith put it, “audio presents a fundamentally different set of challenges for moderation than text-based communication.” “It’s more ephemeral and it’s harder to research and action,” he added. Twitch evolved from a video-game streaming site to include creative content and, in 2018, music. During COVID-19, many DJs have been using Twitch as a way to keep their local music scene alive. In Minneapolis, for example, Dave Eckblad produces the Twitch stream for music collective Intellephunk, including live events that engage fans and draw in tips. StreamElements reports that, over the course of one year, the number of hours users spend streaming music and performing arts skyrocketed from 3.6 million to 17.6 million. Twitter Innovates to Lure New Users, Double Revenue by 2023

Since launching in 2006, popular social service Twitter has remained largely unchanged. The company is now planning a wide-ranging series of new products with the goal of attracting new users. They include ephemeral content, an audio chat service, a newsletter platform, moderation tools and, most recently, new options to pay for exclusive content from some users and to launch communities for specific interests. Australian Landmark Law Passes, Big Tech to Pay for Content

Australia’s parliament passed the first law of its kind, requiring Facebook and Google to pay local publishers for news content on their platforms. Treasurer Josh Frydenberg noted that, “the code is a significant microeconomic reform, one that has drawn the eyes of the world on the Australian parliament.” In fact, Australia Prime Minister Scott Morrison had discussed the new law with leaders of Canada, France, India and the United Kingdom. Wi-Fi 6 Will Eventually Benefit Homes with Connected Devices

Wi-Fi 6 has arrived, promising faster speeds, broader coverage and the ability to share connections across a single household’s wireless devices. The latter means that if one device is consuming huge amounts of data, it will not slow down the household’s other devices. The new generation Wi-Fi actually debuted in 2018 but is only now affordable enough and more widely available on Internet routers to become mainstream. While consumers can now purchase smartphones and computers including chips that enable use of Wi-Fi 6, the tech’s real benefits will likely have a stronger impact once households have more connected devices.
