Germany, France and Italy Strike AI Deal, Pushing EU Forward

Germany, France and Italy have reached an agreement on a strategy to regulate artificial intelligence. The agreement comes on the heels of infighting among key European Union member states that has held up legislation and could potentially accelerate the broader EU negotiations. The three governments support binding voluntary commitments for large and small AI providers and endorse “mandatory self-regulation through codes of conduct” for foundation models while opposing “un-tested norms.” The paper underscores that “the AI Act regulates the application of AI and not the technology as such” and says the “inherent risks” are in the application, not the technology. New Windows App Allows Remote Workflow Using the Cloud

Microsoft is previewing a new cloud-based Windows App that lets users securely stream Windows remotely using Azure Virtual Desktop, Windows 365, Microsoft Dev Box, Remote Desktop Services or remote PCs. The new Windows App also works with iOS, iPadOS, macOS, Windows, and web browsers. “When using a web browser on a desktop or laptop, you can connect without having to download and install any software,” Microsoft explains. Samsung TV Plus Hits Refresh on a 60 Percent Viewer Surge

Samsung TV Plus reports it has seen enthusiastic consumer use over the past year, with a 60 percent rise in global viewership. Accordingly, the TV maker is upgrading its free streaming service — available on Galaxy devices, Samsung Smart TVs, Smart Monitors and Family Hub appliances and on the Web — with an emphasis on discoverability for kids and music programming. Launched in 2015, the free ad-supported TV (FAST) and ad-based video on-demand (AVOD) service offers content spanning news, sports, entertainment, music, and more, in 24 countries where it is accessed on 535 million TV and mobile devices. Sam Altman Joins Microsoft After Abruptly Ousted by OpenAI

Rumors were running rampant over the weekend as an unanticipated executive shuffle played out at OpenAI. It began on Friday when CEO Sam Altman was pushed out by the OpenAI board. President and co-founder Greg Brockman quickly resigned in solidarity, followed by several top researchers. Reports circulated the following day that investors were pressuring the board into reconsidering its decision, but by Sunday evening, OpenAI announced that former Twitch leader Emmett Shear would serve as the new interim chief. Shortly after, Microsoft CEO Satya Nadella said Altman, Brockman and other OpenAI employees would join Microsoft to lead an advanced AI research unit. Meta Touts Its Emu Foundational Model for Video and Editing

Having made the leap from image generation to video generation over the course of a few months in 2022, Meta Platforms introduces Emu, its first visual foundational model, along with Emu Video and Emu Edit, positioned as milestones in the trek to AI moviemaking. Emu uses just two diffusion models to generate 512×512 four-second long videos at 16 frames per second, Meta said, comparing that to 2022’s Make-A-Video, which requires a “cascade” of five models. Internal research found Emu video generations were “strongly preferred” over the Make-A-Video model based on quality (96 percent) and prompt fidelity (85 percent). Unity Opens Beta for Muse AI, Sets General Release for 2024

Unity has officially released its Muse AI platform for general use in early access. Muse is a suite of AI-powered tools that streamline game development. The Muse package includes Muse Chat to source answers and generate code, Muse Sprite for 2D sprites generation, and Muse Texture, providing 2D and 3D ready textures. Originally announced in July, Muse is now offered at a $30 per month subscription. Also announced at the firm’s annual Unite conference was the next major software update, Unity 6, for 2024, and the deployment of Unity Cloud to connect development tools across projects and pipelines. YouTube AI Music Generator Mimics Stars with Their Approval

YouTube Music is testing the first in a series of AI-related music experiments. Dream Track for Shorts and the Music AI tools suite were built in collaboration with Google DeepMind’s Lyria music model to allow both original and emulative song creation. Dream Track lets users combine text prompts with the selection of a participating artist to create sound for a YouTube Short of up to 30 seconds featuring an AI simulation of the performer’s voice. Music AI can generate new music from scratch, change audio from one style or instrument to another or add vocal accompaniments. Microsoft Rebrands Bing as Copilot, Debuts First Custom AI

Microsoft Ignite 2023 was all about the transformative change of artificial intelligence, and the event was the setting for Bing Chat’s debut as Bing Copilot. The company also introduced three additional Copilot offerings: Copilot for Azure, Copilot for Service and Copilot in Dynamics 365 Guides. The new Copilot Studio gained tools for connecting Copilots in Microsoft 365 apps — including Word, Excel, PowerPoint, the Edge browser and Windows — to third-party data. In addition, the company showcased software for client-configured chatbots, and introduced its first custom designed AI processor, the Maia 100 chip. TikTok on the Rise as News Source, Facebook and X Decline

More U.S. adults say they regularly get news from TikTok, according to a Pew Research study that says this bucks the general trend of news consumption declining or remaining flat at other social media sites over the past few years. Since 2020, regular TikTok news consumption among American adults has more than quadrupled to 14 percent, from 3 percent, Pew finds. Among younger adults, news consumption is even higher, with 32 percent of those ages 18 to 29 claiming to regularly get news on TikTok. This compares with 15 percent of those 30 to 49. Aurora Supercomputer Targets 2 Quintillion Ops per Second

Aurora, built by Intel and Hewlett Packard Enterprise, is the latest supercomputer to come online at the Department of Energy’s Argonne National Laboratory outside of Chicago and is among a new breed of exascale supercomputers that draws on artificial intelligence. When fully operational in 2024, Aurora is expected to be the first such computer that will be able to achieve two quintillion operations per second. Brain analytics and the design of batteries that last longer and charge faster are among the vast potential uses of exascale machines. White House Launches New Spectrum Strategy, 3 GHz Study

Following extensive public outreach, the White House has released a National Spectrum Strategy that includes a study of uses for the lower 3 GHz band and identifies 2,786 MHz of airwaves that will be studied for new uses. Near term, the strategy proposes five spectrum bands for further in-depth study. President Biden has called wireless frequencies one of “our Nation’s most important national resources.” The FCC collaborated on the approach, which was marshalled by the Secretary of Commerce through the National Telecommunications and Information Administration (NTIA). Snapchat Latest Social Site to Link Amazon for In-App Sales

Amazon continues its push into social shopping, partnering with Snapchat to allow sale of some products to U.S. users directly through the app. Amazon’s Snapchat ads will display real-time pricing, Prime eligibility and delivery estimates, as well as product details. Snapchat users will be able to link their Amazon accounts via a one-time set-up, with purchases defaulting to their preferred Amazon payment method and shipping address (unless otherwise specified). SiriusXM Updates Streaming App, Introduces Budget Pricing

SiriusXM will roll out a redesigned app and new logo to North America subscribers beginning on December 14, the company announced at its Next Generation event in New York City for industry and press. Along with the new look, the company will debut an updated pricing structure that includes a $9.99 per month Streaming All Access plan aimed at “a new generation of SiriusXM listeners,” the company explained. The new SiriusXM app will first be available in Apple’s App Store, Google Play, and on Amazon Fire devices, with additional platforms and features to come in early 2024. Spotify Redesigns TV Interface to Better Match Its Mobile App

Sweden-based digital music service Spotify has redesigned its television user interface to make it look and feel more like the platform’s desktop and mobile experiences, a move its users have been waiting for. The frequently played content now appears at the top of the interface, while playlists and favorites are also easily accessed. A playback queue that opens from the side of the screen lets you see what’s playing and program what’s coming up, and you can easily switch accounts by toggling profile options. Threads Lets Users Delete Accounts Separate from Instagram

Threads, the Twitter competitor launched in July by Meta Platforms to record-breaking numbers, has added features that make it easier for users to separate their Threads feeds from Instagram and Facebook. Users can now delete their Threads accounts separate from Instagram, something that previously confounded users. Because those signing up for Threads were required to do so either from their existing or a new Instagram account, the two were entwined. Instagram/Threads CEO Adam Mosseri also announced that propagation of Threads posts to Instagram and Facebook can now be turned off, to keep discussions separate.
