Federal Ruling Updates Royalty Rates for Streaming Music

When a panel of federal judges increased the royalty rates that free Internet radio services pay, there were winners and losers. The rate for pure-play Internet services rose to 17 cents from 14 cents, disappointing SoundExchange, the non-profit licensing agency representing record companies, which had asked for 25 cents. The Copyright Royalty Board also evened the playing field between pure-play and broadcasters with Web streams such as iHeartRadio, with the latter owing less — 22 cents rather than 25 cents — for their paid subscriptions. BBC Turns to Parrot Analytics AI to Measure Show Demand

BBC Worldwide has recently employed artificial intelligence to analyze global demand for specific TV shows. In the most notable case, the BBC turned to New Zealand company Parrot Analytics’ AI and data science to learn that Germany, China, India and Singapore had high demand for its contemporary “Sherlock” series. After extensive testing, the BBC has again used Parrot’s data for several other shows, to find territories and platforms where demand exists. Parrot’s research includes multiple screens and markets. Facebook Users Can Search Top-Ranked Local Businesses

Amazon and Google have recently made efforts to connect Internet users with home and local service providers, taking on companies such as Angie’s List and Yelp in the process. Now, Facebook is testing its own feature that directs social media users to the top-reviewed service providers in their area. The new site is only available on desktop, but Facebook offers the ability to find local businesses on mobile via “Nearby Places.” In addition to home services, Facebook’s feature highlights restaurants, bars, nightclubs and travel-related businesses such as hotels, sightseeing and tours. European Commission Enacts Data Protection Regulations

The European Commission, the EU’s executive arm; the European Parliament and member states just approved stringent data protection regulations, considered there to be of equal importance to freedom of expression. The rules, slated to go into effect by early 2017, will give individuals more power over how their information is collected and managed, as well as make data protection regulations consistent across the EU. Virtual Reality Roller Coasters Are Coming to Theme Parks

In 2016, virtual reality will go on a roller coaster ride at several theme parks. Plans for nine VR roller coasters are already slated, with haunted mazes and thrill rides in the planning stages. At the Wonderland amusement park, outside Toronto, Canada, the Thunder Run roller coaster will begin to offer virtual reality headsets, for an added fee, to a limited number of riders. During the off-season, the park tested the VR experience, where riders fly on the back of a fire-breathing dragon over a medieval village. CES 2016: Setting the Stage for VR Gaming’s Breakout Year

As the first major tech show for “The Year of VR,” the upcoming CES is likely going to be instrumental in setting the tone for the next wave of virtual reality devices. Largely seen as a platform for gamers, it is this segment of consumers that could ultimately drive large-scale adoption of the medium. In anticipation, the show organizers have dedicated a conference track and expanded the floor space devoted to gaming and VR by 77 percent. The devices and interfaces that debut at CES will become the foundation for E3 later in the year. Netflix Adopts New Streaming Plan for Better Pix, Less Data

Netflix is changing how it streams video, the first such effort since the company launched in 2007. Beginning in 2011, Netflix has been working on a new streaming algorithm that will not only improve image quality but also save up to 20 percent of data. Netflix currently accounts for nearly 40 percent of all data consumed during peak Internet viewing hours. As Netflix focuses on entering more international territories, including nations with less developed Internet capabilities, streaming quality and data usage are critical. Startups Offer New Possibilities with Interactive Video Tech

Brands are getting closer to the long-awaited “shoppable video” model that provides consumers with the ability to purchase items directly through their favorite TV show or online music video. Companies are developing interactive video technology that provides direct links to items within video content via a click or touch of the screen. Israeli startup Interlude, founded by musician Yoni Bloch, has raised $18.2 million so far. Cinematique, founded by CEO Randy Ross, has raised $5.4 million and has developed touchable video tech for numerous brand partners. FAA Releases New Drone Regulations in Time for Holidays

The Federal Aviation Administration (FAA) just announced its rules for drones, in advance of the holiday shopping season when consumers are expected to purchase 700,000 of them. The rules, which call for all owners to register their drones in a national database with their names, home and email addresses, is aimed at allaying safety fears and encourage responsible ownership. Seattle’s United Vote Greenlights Uber and Lyft Driver Unions

The Seattle City Council voted 9-0 to approve a bill allowing Uber and Lyft drivers to unionize. The city’s mayor, Ed Murray, who supports the workers’ right to organize, won’t sign due to his concerns about the unknown costs of administering the collective bargaining process. Even without his signature, it will become law, the first victory for the App-Based Drivers Association (ABDA) of Seattle, the organization of on-demand contract workers who joined with the local Teamsters union to lobby for the legislation. CES 2016: Virtual Reality Headgear, Platforms, Ecosystems

Virtual reality began to dominate headlines last year at CES, and that drumbeat will only grow louder this year. Falling at the beginning of the proclaimed release window for two of the flag bearers of the VR renaissance, Oculus and Sony, and accompanied by a bumper crop of hardware and software suppliers, VR is ready to emerge from the shadows of the early adopters and meet the general consumer. We expect to see innovative products in January from companies such as Google, GoPro, HTC, NextVR, Sixense, Yezz and others. Silicon Valley Titans Invest $1 Billion to Establish AI Non-Profit

Several Silicon Valley technologists and tech companies will invest at least $1 billion in OpenAI, a nonprofit research center in San Francisco with a long-term goal of creating open-source “artificial general intelligence,” a machine capable of performing any task that a human can. Among the investors are Elon Musk, Peter Thiel and Reid Hoffman. One chief focus of the group’s members is to ensure that the resultant technologies augment rather than replace humans, and are used for good. AMC, Regal Debut Mobile Apps to Pre-Order Popcorn, Drinks

Movie theaters make their primary living at the concession stands, so it’s no surprise that the next trend at the local multiplex is aimed at making it easier to buy popcorn. AMC Theatres (about 350 theaters) and Regal Entertainment (570 theaters), the largest multiplex chains in North America, just debuted a way for customers to preorder and prepay for food and drinks via a smartphone app. The goal is to reduce what the chains call the “popcorn pinch point,” and reduce or eliminate the line at the concession stand.
