President Biden signed the expansive $280 billion CHIPS and Science Act into law yesterday. The legislation includes $52.7 billion in subsidies and tax credits to help strengthen U.S. semiconductor manufacturing, research and workforce development. In addition to revitalizing domestic manufacturing efforts, the package intends to “create good-paying American jobs, strengthen American supply chains, and accelerate the industries of the future,” explains the White House. The measure is also part of larger effort by the federal government to combat the growing influence of China, especially involving tech sectors and the potential impact to security and privacy. Atlanta-based Cox Enterprises, parent to Cox Communications and Cox Automotive, has announced it is purchasing digital news platform Axios in a deal that values the 5-year-old Virginia company at $525 million, according to reports. Cox, which owns newspapers and the Kelley Blue Book says the Axios acquisition will help the company expand into new markets. Axios co-founders Jim VandeHei, Mike Allen and Roy Schwartz will continue to manage day-to-day Axios operations and sit on its board, which Cox Enterprises chairman and CEO Alex Taylor joins. After a big victory passing CHIPS-plus, Congress recessed on Saturday with several technology goals pending. Among the outstanding items is a bipartisan antitrust bill that seeks to rein in the industry’s heavyweight players, a consumer privacy bill and confirmation of Gigi Sohn, a Biden administration nominee to the FCC, where net neutrality hangs in the balance. Although Senate Majority Leader Chuck Schumer (D-New York) has promised to fast track those votes immediately upon return September 6, the clock is winding down as November’s midterm elections may push Democrats out of power in one or both houses. YouTube Shorts, now two years old, is making a splash with the marketing community, which finds the feed of vertically oriented videos of up to 60 seconds a viable alternative to TikTok content. Creators of YouTube Shorts can add music, hashtags and other features. In June, the company said that of YouTube’s more than 2 billion logged-in viewers watching videos each month, about 1.5 billion of them are also watching YouTube Shorts, a statistic that captured the attention of advertisers and the media by surpassing TikTok’s 1 billion monthly users in five years. Congresswoman Rashida Tlaib (D-Michigan) is working on new legislation to help musicians boost their share of the revenue pouring into streaming services, which currently sits at fractions of a cent per stream. Tlaib is working with the Union of Musicians and Allied Workers (UMAW) on a new royalty program that would increase the royalty rate per-stream model. Tlaib and her team are actively collaborating to draft the resolution. The Recording Industry Association of America says that streaming accounts for 83 percent of all recorded music income. Read more
