President Biden issued the first-ever National Security Memorandum on Artificial Intelligence, outlining how the Pentagon, intelligence agencies and various national security groups should use artificial intelligence technology to advance national interests and deter threats, touching on everything from nuclear weapons to the supply chain. “The NSM is designed to galvanize federal government adoption of AI to advance the national security mission, including by ensuring that such adoption reflects democratic values and protects human rights, civil rights, civil liberties and privacy,” the White House announced in a statement. Runway’s Act-One Facial Capture Could Be a ‘Game Changer’

Runway is launching Act-One motion capture system that uses video and voice recordings to map human facial expressions onto characters using the company’s latest model, Gen-3 Alpha. Runway calls it “a significant step forward in using generative models for expressive live action and animated content.” Compared to past facial capture techniques — which typically require complex rigging — Act-One is driven directly and only by the performance of an actor, requiring “no extra equipment,” making it more likely to capture and preserve an authentic, nuanced performance, according to the company. Epic’s Fab Marketplace Has Open Approach to Digital Assets

Epic Games has launched Fab, an online marketplace for buying, selling, sharing and discovering digital assets. Fab supports different types of creators with content for use across Unreal Engine, Unity 3D and Unreal Editor for Fortnite (UEFN). Developers will be able to access Fab in the Unreal Engine 5 Editor, while “Fortnite” creators can look forward to tapping game-ready assets through Fab in UEFN. Epic says Fab will eventually support all game engines. It’s live now on the Web, though the Fab UEFN integration “is undergoing maintenance” while the Unreal Engine 5 Editor implementation is “coming soon.” Read more

FTC Rule Prohibiting Fake and Paid Reviews Goes into Effect

The Federal Trade Commission rule targeting fake reviews and paid testimonials went into effect this week. The rule bans the creation, purchase or sale of reviews and opinion pieces attributed to fictional customers, or real ones who are financially compensated without plainly disclosing the transactional nature of the relationship. The rule, which subjects offenders to civil penalties, also takes aim at businesses who use threats or coercion to thwart the publication of negative reviews that are genuine. The new FTC rule was approved by unanimous vote in August. Read more

Fubo Now Offers Standalone Premium Subscription Services

Sports streamer FuboTV has launched new premium options from services including Paramount+, Showtime, FanDuel and NBA without the need for a basic Fubo subscription. FanDuel Sports Network (formerly Bally Sports Network) will be available in Fubo’s Pro base plan while Paramount+ With Showtime and NBA League Pass will be offered as add-on channel packages. In addition, the Fubo Free collection of nearly 200 FAST channels will be available to subscribers of the new standalone packages. Fubo “aggregates more than 400 live sports, news and entertainment networks and is the only live TV streaming platform with every Nielsen-rated sports channel.” Read more
