Introduced by Consumer Technology Association VP of Regulatory Affairs David Grossman, FDA Commissioner Robert Califf took the CES stage with interviewer Lisa Dwyer, a partner at international law firm King & Spalding. Califf noted the monumental differences in technology that have taken place between his first stint at the Food & Drug Administration in 2015 and today. “The changes are so dramatic, it’s hard to characterize them,” he said. “We’re moving into a different world.” He’s excited about “the hundreds of products with AI” that can bring so much good to the market but also noted the potential harms. Bill Gates Imagines Agents as the Human-Computer Interface

Bill Gates has published his thinking about the future of computing, and fascinatingly, it’s the same as his prediction from decades ago: agents. No mere bots — and certainly not anthropomorphized paperclips — agents (to Gates) will abstract almost all HCI to a natural language conversation with systems that have our permission to take meaningful actions. Gates makes a highly specific prediction: within five years, the very idea of an app itself will seem as outdated as a rotary phone dial does next to an iPhone. A conversational UI will sit on top of a language model that has access to as much of our private data as we wish to give it. TikTok on the Rise as News Source, Facebook and X Decline

More U.S. adults say they regularly get news from TikTok, according to a Pew Research study that says this bucks the general trend of news consumption declining or remaining flat at other social media sites over the past few years. Since 2020, regular TikTok news consumption among American adults has more than quadrupled to 14 percent, from 3 percent, Pew finds. Among younger adults, news consumption is even higher, with 32 percent of those ages 18 to 29 claiming to regularly get news on TikTok. This compares with 15 percent of those 30 to 49. Google, Microsoft, Sony Tapped for UN AI Governance Board

The United Nations has formed an advisory board on artificial intelligence comprised of 39-members from government, academia and industry who will “undertake analysis and advance recommendations for the international governance of AI.” The move comes as U.S. legislators and tech industry players are also prioritizing model governance. “Globally coordinated AI governance is the only way to harness AI for humanity while addressing its risks and uncertainties,” the UN announced in unveiling the initiative, co-chaired by Carme Artigas, Spain’s secretary of state for digitalization and AI, and James Manyika, SVP of research, technology and society at Google. Spotify to Introduce New Version of Its Royalty Payout Model

Spotify will reportedly change its royalty payout formula beginning next year in an effort to cut out scammers and more equitably distribute funds among “legitimate artists” and rightsholders. As a result, it is estimated that about $1 billion in royalty payments will be redistributed over the next five years. The streamer is considering setting a minimum number of annual streams to qualify for royalty payments — which is generating controversy — as well as sanctions on distributors and labels determined to be fraudulently manipulating streams, and adding a playtime threshold that targets so called “noise tracks” designed to emulate music. Dozens of States Sue Meta for Social Media Addiction in Kids

Meta Platforms has been sued in federal court by 33 states including California and New York that claim its Instagram and Facebook platforms addict and harm children. The action is to date the most sweeping state action to contend with the impact of social media on the mental health of children. The suit, filed Tuesday in U.S. District Court for the Northern District of California, alleges Meta violates consumer protection laws by targeting children and deceiving users about platform safety. Nvidia Leverages OpenAI’s GPT-4 to Train Dexterous Robots

Nvidia Research has debuted Eureka, an AI agent that autonomously teaches robots complex motor skills. Powered by OpenAI’s GPT-4, Eureka has successfully trained a robotic hand to handle a pen with the dexterity of a human — a first, according to Nvidia. Eureka has also enabled robots to do things like open drawers, manipulate scissors and toss and catch balls, along with dozens of other tasks. “Eureka is a first step toward developing new algorithms that integrate generative and reinforcement learning methods to solve hard tasks,” according to Nvidia Senior Director of AI Research Anima Anandkumar said. YouTube Unravels Shorts, Demystifying Discovery Algorithm

YouTube has shared a video designed to demystify the algorithm that determines which Shorts get recommended, driving discovery and potential virality. Unlike TikTok and Instagram, YouTube didn’t reveal its top secrets by sharing specific details. In the Q&A presentation, Shorts Product Lead Todd Sherman answered frequently asked questions and emphasized the differences in how viewers consume content on Shorts versus YouTube. While the former involves swiping through hundreds of clips, flagship users are exposed to 10 or 20 videos and must proactively click or tap to play. Twitch Is Testing New Vertical-Scroll Feed to Boost Discovery

Amazon’s live-streaming video service Twitch has begun testing a vertical presentation it’s calling the “Discovery Feed” designed to make it easier for users to browse and find new content. The interactive gaming and entertainment platform is the latest to emulate TikTok’s flagship vertical scroll, joining recent converts YouTube, Reddit, Spotify and Amazon. Meta’s AudioCraft Turns Words into Music with Generative AI

Meta Platforms is releasing AudioCraft, a generative AI framework that creates “high-quality,” “realistic” audio and music from text prompts. AudioCraft consists of three models: MusicGen, AudioGen and EnCodec, all of which Meta announced it is open-sourcing. Released in June, MusicGen was trained on Meta-owned and licensed music, and generates music from text prompts, while AudioGen, which was trained on public domain samples, generates sound effects (like honking horns and barking dogs) from text prompts. Twitch to Offer Short Videos, Discovery and Stories This Fall

Video streaming service Twitch is rolling out a Discovery Feed to support growth opportunities for smaller streamers. That and other short-form video features were announced at TwitchCon Paris this past weekend. Though the platform’s primary business remains live-streaming, it wants to give creators a chance to promote their content in the native environment rather than on YouTube and TikTok, where most of the outreach has taken place to date. Like TikTok, the Twitch Discovery Feed is designed as a scrollable vertical feed that relies on algorithms to serve clips to users even when the creators aren’t live. Threads Breaks App Record with 100 Million Users in 5 Days

Meta Platforms’ Instagram spin-off Threads has racked up more than 100 million users in just five days, making the Twitter challenger the fastest growing app in history, beating ChatGPT’s recent record of 100 million users in two months. Threads was launched in 100 countries on July 5, and surpassed 100 million sign-ups on Monday. On Friday, Meta CEO Mark Zuckerberg wrote from his @zuck account on Threads that the app had already crossed the 70 million mark, performing “way beyond our expectations.” Ramping up the rivalry between Zuckerberg and Elon Musk, Twitter has threatened legal action against Meta due to similarities in the two microblogs. Shein Reaches Beyond Fashion & Beauty to Take on Amazon

Shein is aiming to take on e-commerce powerhouse Amazon. The Singapore-based fast-fashion phenomenon is branching out from its own branded apparel to become a marketplace where third parties can merchandise their wares — everything from designer clothing to small appliances and maternity products. The 11-year-old company recently launched its expanded marketplace in Brazil, Mexico and the U.S., and has Europe in its sights. The U.S. is a huge market for the company, accounting for an estimated $8 billion in 2022 sales, or about a quarter of its business, largely due to teenage appetite for its $5 skirts and $10 jeans. Meta Develops Computer Vision AI That Learns Like Humans

Meta Platforms continues to make progress on a mission to develop artificial intelligence that can teach itself to learn how the world works. Chief AI Scientist Yann LeCun has taken a special interest in developing the new model, called Image Joint Embedding Predictive Architecture, or I-JEPA, which learns by building an internal representation of the outside world and analyzing image abstracts instead of comparing pixels.
