Google DeepMind has discovered a way to create AI algorithms that run faster than those coded by humans, which could lead to more cost-effective software development and computing that is more efficient and sustainable, according to the Alphabet company. The breakthrough, detailed in the journal Nature, is called AlphaDev. It uses a form of machine learning called reinforcement that allows computers to build on their successes, honing strategies independent of human programmers. Twitter Community Notes Aim to Curb Impact of Fake Images

Twitter is emphasizing crowdsourced moderation. The launch of Community Notes for images in posts seeks to address instances where morphed or AI-generated images are posted. The idea is to expose altered content before it goes viral, as did the image of Pope Francis wearing a Balenciaga puffy coat in March and the fake image of an explosion at the Pentagon in May. Twitter says Community Notes about an image will appear with “recent and future” posts containing the graphic in question. Supreme Court Sides with Social Media Platforms on Liability

The U.S. Supreme Court opted to uphold the status quo as concerns Section 230 of the Communications Decency Act, opting in two separate cases not to strike down as unconstitutional the statutory provision that shield social media platforms from liability for user posts. The rulings, which involved Google, Twitter and Facebook, were greeted with relief by Big Tech. Although Congress has been vocal about paring back Section 230, a change in the law would be far less disruptive than the seismic aftershocks that would inevitably have been triggered by a reversal. Google Restructures AI Research Units into Google DeepMind

In a move it sees as a force multiplier, Alphabet is consolidating DeepMind and the Brain team from Google Research into a unit called Google DeepMind, uniting the teams responsible for Google Brain with DeepMind, the UK-based artificial intelligence research lab acquired in 2014. Collective accomplishments include AlphaGo, Transformers, WaveNet and AlphaFold, as well as software frameworks like TensorFlow and JAX for expressing, training and deploying large scale ML models. “Combining all this talent into one focused team, backed by the computational resources of Google, will significantly accelerate our progress in AI,” the company announced. Utah’s Social Media Law Requires Age Verification for Minors

Utah has become the first state to pass laws requiring social media platforms to obtain age verification before users can register. The law is designed to force social networks to enforce parental consent provisions. As of March 2024, companies including Facebook, Instagram, Snap, TikTok and Twitter will be required to secure proof of age for Utah users via a valid ID instead of just letting people type in their birth date at sign-up. While Utah is out front on the issue, nine other states have proposed legislation that includes age checks, most recently Arkansas. Apple Eyes AI Video Compression with WaveOne Acquisition

Apple has acquired WaveOne, a Mountain View-based startup that has been developing AI algorithms for video compression. Cupertino has been mum about the purchase, but the deal reportedly closed in January, and WaveOne employees are said to have been absorbed into Apple’s machine learning groups. WaveOne’s codecs use machine learning to squeeze more picture out of less bandwidth, including optimizing for signal interruptions, so the picture doesn’t freeze or disappear, making it ideal for mobile. Senate Message to Big Tech Is Expect Reform to Section 230

Bipartisan support is growing in the Senate for changes to Section 230, the part of the Communications Decency Act that grants federal immunity to social media platforms and other tech giants for content users post on their sites. At a combative Senate Judiciary Committee hearing Wednesday, lawmakers from both parties called for gutting major provisions of the legal liability shield, on which Big Tech has come to rely. Senators accused tech firms of putting profits over user safety and slammed the U.S. Supreme Court, which appeared to approach the matter with caution last month in Gonzalez v. Google. Spotify Launches New Video Feed to Keep Listeners Listening

Spotify is adding new features that will allow for more social expression and help users discover new music, among other things. The audio streaming giant service is adding a video feed designed to recommend songs, podcasts and audiobooks via short clips, like those found on TikTok, YouTube Shorts and Instagram. “Previews,” as they’re called, allow users to swipe through content recommendations. Generated either via algorithm or configured by an artist or podcaster, the short videos are meant to encourage a deep dive into something new or saving for later.

TikTok Ups Transparency Efforts as Government Heat Builds

TikTok toured journalists through its new Transparency and Accountability Center last week. Located in Culver City, the facility features monitors displaying infographics that show how TikTok’s recommendation engine and content moderation affect the short-form videos that are the basis of its viral app. Computer workstations running a “code simulator” were made available so visitors could explore firsthand how the app’s algorithms influence video propagation. TikTok COO Vanessa Pappas told attendees that the new center, in development since 2020, aims to give lawmakers and others a more personal experience than the virtual tours previously offered. Zuckerberg Reveals 2023 ‘Year of Efficiency’ Mantra for Meta

Belt-tightening has paid off in a big way at Meta Platforms, whose stock rocketed by as much as 19 percent due to a combination of “improving conditions” and news of a $40 billion buyback plan. The company forecast Q1 revenue of as much as $28.5 billion — which is more than first quarter earnings in 2021, right before a change in Apple’s privacy rules detrimentally impacted ad-reliant social platforms. In Q4, Meta reported its third consecutive quarter of declining sales but still amassed a net profit of $4.7 billion on revenue of $32.2 billion, down 4.5 percent year-over-year. Instagram Creators Launch Artifact, Called a ‘TikTok for Text’

Instagram co-founders Kevin Systrom and Mike Krieger are back with a personalized news feed called Artifact that that uses artificial intelligence to pattern users’ interests and the friends that most likely want to discuss them with you. The new app — whose name combines articles, facts and artificial intelligence — opened a public waiting list this week and is available on iOS and Android. Disney Announces Plans for Its Proprietary Ad Delivery Stack

Disney touted its capabilities this week at the company’s Tech & Data Showcase for advertisers, part of the company’s Road to the Upfront. Among the disclosures, Disney in April will begin adding some Hulu ad-targeting capabilities to Disney+, with Hulu’s “full suite of ad products and services” available throughout the entire Disney streaming portfolio by July. Since last year Hulu has been deploying a proprietary ad server Disney is said to have built from the ground up, putting it to work on the ad-supported Disney+ Basic tier launched in December. TikTok Is Accused of Manually ‘Heating’ Personalization Feed

The algorithm powering TikTok’s vaunted For You page is reportedly getting help from human collaborators. Although the personalized feed was said to be based on user interests and selections, “employees regularly engage in ‘heating,’ a manual push that ensures specific videos ‘achieve a certain number of video views,’ according to six sources and documents reviewed by Forbes.” What’s more, while the algorithm does have a say in what goes viral, staff at TikTok and ByteDance are also hand-picking specific videos to give preferential treatment, saturating their distribution throughout the user base. China and U.S. to Carry TikTok State-Controlled Media Labels

In a move to heighten transparency, TikTok will begin using its “state-controlled media” label in more than 40 new territories, including China and the U.S. Launched as a pilot program last year, the program identifies videos produced under government influence. Conceding there is no one-size-fits-all definition, TikTok says it considers media “state-controlled” when “there is evidence of clear editorial control and decision-making by members of the state.” The label was launched after Russia’s 2022 invasion of Ukraine, flagging state-controlled media in those countries and Belarus. TikTok Considers $1.5 Billion Plan to Quell Security Concerns

TikTok is in discussions with U.S. lawmakers about a $1.5 billion plan to reorganize its operations in order to provide more transparency and allay fears of Chinese spying and data manipulation. The talks have become more urgent in recent months as regulators at the federal and state level are threatening to ban the short-form video app on government-issued devices. TikTok parent ByteDance been negotiating with CFIUS, the Committee on Foreign Investment in the U.S. since 2019, when an investigation was opened following the Beijing-based media firm’s acquisition of Musical.ly, which it merged into TikTok.
