Huawei Technologies challenged the constitutionality of the National Defense Authorization Act’s provision that restricts federal agencies from buying any product from the Chinese telecom, its rival ZTE or third parties, such as contractors. One of Huawei’s chairmen, Guo Ping, stated that, in passing this law, “Congress acted unconstitutionally as judge, jury and executioner.” Huawei also opened a Cyber Security Transparency center in Brussels to allay suspicions that it is involved in espionage for China. To help create a unified digital market, the European Union just agreed to so-called portability, which will allow subscribers to access their online services as they travel from one EU country to another. When the EU introduced its Digital Single Market (DSM) in May 2015, Europe’s film/TV industry, which licenses its content territory-by-territory, promptly opposed it, especially the provision that would allow people in the EU to buy content on other countries’ digital platforms. Against an environment of social anxiety and national pride, Europe has been trying to limit the reach and influence of American tech giants, enacting privacy regulations and launching antitrust investigations. Now, the European Commission is contemplating rules that would require some of these U.S. companies to carry — and even fund — local content in various local markets. That would impact Netflix, Amazon Prime and HBO among others, which would be required to allot 20 percent of local content to European-made content. In the latest battle between musicians and streaming outlets, the music industry has united to fight YouTube for higher royalties. Katy Perry, Pharrell Williams and Billy Joel signed letters requesting changes to copyright laws; high-profile manager Irving Azoff criticized YouTube in an interview and a Grammy Awards speech. Recently released annual sales statistics buttress the musicians’ point of view: statistics show that, despite huge audiences, YouTube pays less direct income to musicians than vinyl record sales.
