Google is following in Apple’s footsteps by lowering the commissions it charges app developers in its Google Play Store. Apple and Google, currently the primary marketplaces for apps, charge developers 30 percent for app sales and in-app purchases. Now, beginning in July, Google stated it will lower the traditional fee to 15 percent for the first $1 million developers earn. That is slightly different than Apple’s plan, which is to lower its rate to 15 percent for developers who generate less than $1 million in annual sales. Arizona, Maryland and Virginia are just three states pushing legislation to limit Big Tech companies such as Google and Apple on issues including digital advertisements, app-store fees and online privacy. Their actions appear to highlight a growing trend: that state capitals are emerging at the forefront of potentially regulating Silicon Valley behemoths. While the federal government is holding hearings and suing some Big Tech companies, states may beat them to passing laws that will become de facto national standards. Last week, the Arizona House of Representatives voted 31-29 to pass HB 2005, requiring app stores to allow app developers to use their own payment processing systems. Apple and Google, which have banned developers from doing so, have reaped 15-30 percent from every purchase made from an app in their stores. The bill’s House passage is considered a victory for the non-profit Coalition for App Fairness (CAF). To become law, the Arizona Senate has to approve the proposed legislation. According to sources, Facebook is developing an audio chat product to compete with Clubhouse, a social networking app that has gained popularity with young people who gather and chat about various topics. Facebook chief executive Mark Zuckerberg, reportedly interested in audio products, has appeared on Clubhouse to chat about augmented reality and virtual reality. Facebook took the offense against Apple for its new policies limiting personalized ads on its products, stating that this would disproportionately hurt small businesses that rely on such ads. It pointed to internal research that found small businesses earned 60 percent less without access to targeted advertising. Apple launched mandatory labels that provide easy-to-grasp information of the privacy policies for apps in the Mac and iOS App stores. The mandatory policy applies only to new apps or updates of existing ones. Although countries such as Finland, Singapore and the UK have adopted such labels, Apple appears to be the first global Big Tech company to “embrace and promote” the idea. Google stated that, on January 18, a day before the release of Chrome 88, it will require that every extension publicly display its privacy policies and developers will be limited with what they can do with the collected data. Meanwhile, Apple stated that its mandatory app privacy “nutrition labels” program applies to its own apps as well as those from third-party developers. Apple and Google also banned data broker X-Mode Social from collecting location information from mobile devices using their operating systems. In an otherwise glum economic picture, Big Tech companies have boomed. The general economy is improving, while Alphabet, Amazon, Apple and Facebook are reporting profits that suggest they may be capable of generating the kind of wealth that a single industry hasn’t seen in generations. In fact, those four companies had a quarterly net profit of $38 billion, despite regulator scrutiny and other obstacles. Three years after Apple released its simple video creation app named Clips, the company is updating the app to Clips 3.0, now available in the App Store. Apple streamlined the interface with the intent of making it faster and easier to add effects. Also new are full-screen browsers on the iPhone to make it easier to record and include effects. Version 3.0 lets video creators access multiple aspect ratios, including vertical and horizontal, to accommodate Instagram Stories, Snapchat, YouTube and other popular platforms. After beta-testing with 200,000 users, Facebook debuted a cloud gaming service for Android and the web, providing smaller free-to-play games such as “Asphalt 9: Legends,” “PGA TOUR Golf Shootout,” “Solitaire: Arthur’s Tale” and “Mobile Legends: Adventure.” Over time, the social media giant plans to add more games, which can be found in its Gaming section. In the latest update to the ongoing battle between Apple and Epic Games, Judge Yvonne Gonzalez Rogers of the Northern District of California ruled that Apple does not have to reinstate Epic’s game “Fortnite” in its App Store. Epic Games, to avoid Apple’s 30 percent commission on apps sold in its store, offered its users a way to download the game on its own site. In retaliation, Apple banned “Fortnite” from the App Store. Apple plans to limit the ability of Facebook and other companies to target ads via its identifier for advertisers (IDFA) by giving iPhone users the option to block tracking when opening an app. Meant to protect users’ privacy, the change was originally slated to be part of iOS 14, introduced last month. Thirteen app developers including Basecamp, Epic, Match Group and Spotify formed the nonprofit Coalition for App Fairness to oppose some of the policies of Apple’s App Store and the Google Play Store. Coalition spokeswoman Sarah Maxwell said the impetus for forming the group was to recognize “we’re not alone in this, and maybe what we should do is advocate on behalf of everybody.” Apple and Google have been scrutinized by regulators in the U.S. and the European Union; the Justice Department is expected to file an antitrust suit against Google shortly.

Apple’s 30 percent commission on digital goods and services in its App Store has raised the ire of numerous companies, including Netflix and Spotify, which have formed a coalition to promote legal and regulatory changes for app marketplaces. In response to complaints from developers, Apple tweaked rules surrounding in-app purchases for iPhone and iPad games that stream directly from the Internet. The company is not changing the 15 to 30 percent fees for app downloads, in-app purchases and subscriptions — a major bone of contention for many developers — but is applying the fees to fewer situations.
