According to U.S. Intellectual Property Enforcement Coordinator Victoria Espinel, the administration has outlined a number of action items for the coming year that include improvements to transparency in IP policymaking, international negotiations, law enforcement communication with IP stakeholders, and education regarding fair use. Following its recent acquisition of Tumblr, Yahoo is in advanced talks to purchase social video app Qwiki for $50 million, according to sources familiar with the matter. The New York startup’s iPhone app allows users to create short movies from photos, music and video clips. Yahoo paid more than $1.1 billion for Tumblr several weeks ago and is reportedly close to purchasing San Francisco-based address book app creator Xobni for $30-$40 million. Facebook’s introduction of hashtags to its network may open new marketing possibilities for targeting the growing audience that uses mobile devices as second screens. According to Nielsen, nearly half of smartphone and tablet owners currently use their devices during TV viewing, often accessing content directly related to the shows they are watching. If rumors prove true, Facebook’s photo-sharing app Instagram may soon include the ability to take and share short videos, similar to how Vine works. Following months of acquisition talks with multiple players, Google has announced it is purchasing traffic navigation company Waze. Financial terms were not disclosed, but sources suggest that Google offered more than $1 billion for the free mobile service, which is currently used by more than 50 million people and launched its global ad platform in November 2012. Google announced this week that the newly launched Redbox Instant by Verizon app is now ready for Google TV. Available in the Google Play market, owners of second generation hardware will be able to make full use of the app’s streaming capabilities (as detailed at the Google I/O conference, only newer devices have the necessary DRM support). Built with the GoPro sensor and designed for cinematic use, the 3.2-ounce Novo 2K shoots uncompressed RAW and includes a C-mount lens system, PL mount adapter, back focus adjustment and exposure control capabilities. CBS announced on Friday that it has wholly acquired TV Guide Digital, whose assets include TVGuide.com and TV Guide Mobile applications. CBS purchased the remaining 50 percent of TV Guide’s digital assets from Lionsgate (although terms have not yet been disclosed). The site and apps will join the growing collection of CBS Interactive properties, where the digital group hopes they will help attract a larger audience in addition to advertisers. Amazon has ordered two live-action comedies and three children’s shows to be offered on its subscription service Amazon Prime. The original programming was selected from 14 pilots the company made available to subscribers last month, from which customer reactions helped guide the selection process. The Android version of the Google Drive mobile app has been updated to include a number of new features, including the ability to scan receipts, business cards and other documents with your camera phone and save them in the cloud via Drive.
