OpenAI has debuted a new text-to-voice generation platform called Voice Engine, available in limited access. Voice Engine can generate a synthetic voice from a 15-second clip of someone’s voice. The synthetic voice can then read a provided text, even translating to other languages. For now, only a handful of companies are using the tech under a strict usage policy as OpenAI grapples with the potential for misuse. “These small scale deployments are helping to inform our approach, safeguards, and thinking about how Voice Engine could be used for good across various industries,” OpenAI explained. The White House is implementing a new AI policy across the federal government that will be implemented by the Office of Management and Budget (OMB). Vice President Kamala Harris announced the new rules, which require that all federal agencies have a senior leader overseeing AI systems use, in an effort to ensure that AI deployed in public service remains safe and unbiased. The move was positioned as making good on “a core component” of President Biden’s AI Executive Order (EO), issued in October. Google.org, the charitable arm of the Alphabet giant, has launched a program to help fund non-profits working on technology to support “high-impact applications of generative AI.” The Google.org Accelerator: Generative AI is a six-month program that kicks off with more than $20 million in grants for 21 non-profit firms. Among them, student writing aid group Quill.org, job seeker for low- to middle-income countries Tabiya, and Benefits Data Trust, which helps low-income applicants access and enroll in public benefits. Adobe’s upcoming GenStudio for marketers and an expanded agreement with Microsoft to integrate the Adobe Experience Cloud’s customer insights and generative AI from Firefly directly into Copilot were the big buzz at Adobe Summit 2024, which wrapped Thursday after four days in Las Vegas. Currently in beta, GenStudio will allow advertisers and brands to quickly plan campaigns and create ads, then activate, manage and measure the results with native integrations across Adobe Experience Cloud and Creative Cloud. Databricks, a San Francisco-based company focused on cloud data and artificial intelligence, has released a generative AI model called DBRX that it says sets new standards for performance and efficiency in the open source category. The mixture-of-experts (MoE) architecture contains 132 billion parameters and was pre-trained on 12T tokens of text and code data. Databricks says it provides the open community and enterprises who want to build their own LLMs with capabilities previously limited to closed model APIs. Compared to other open models, Databricks claims it outperforms alternatives including Llama 2-70B and Mixtral on certain benchmarks. Researchers from the Massachusetts Institute of Technology and Adobe have unveiled a new AI acceleration tool that makes generative apps like DALL-E 3 and Stable Diffusion up to 30x faster by reducing the process to a single step. The new approach, called distribution matching distillation, or DMD, maintains or enhances image quality while greatly streamlining the process. Theoretically, the technique “marries the principles of generative adversarial networks (GANs) with those of diffusion models,” consolidating “the hundred steps of iterative refinement required by current diffusion models” into one step, MIT PhD student and project lead Tianwei Yin says. Microsoft is making improvements to the way its Copilot AI assistant works in Microsoft Teams and is using artificial intelligence to further integrate hybrid meetings. As the company leans deeper into AI, it continues to push hardware manufacturers to build an AI-optimized PC, making sure to include a dedicated Microsoft Copilot key. Microsoft joins Intel, Qualcomm and AMD in championing purpose-built AI PCs. In the meantime, the tech giant continues to build out features for existing PCs. U.S. recorded music revenue grew 8 percent in 2023, to an estimated record high of $17.1 billion at retail. It was the eighth consecutive year of growth, according to the RIAA, which says streaming continued to be the biggest driver, notching new heights of paid subscriptions, robust growth in ad-supported listening, and healthy increased contributions from new platforms. Streaming accounted for 84 percent of retail revenue, at $14.4 billion including from 96.8 million paid subscriptions. OpenAI’s Sora text- and image-to-video tool isn’t publicly available yet, but the company is showing what it’s capable of by putting it in the hands of seven artists. The results — from a short film about a balloon man to a hybrid flamingo giraffe — are stirring excitement and priming the pump for what OpenAI CTO Mira Murati says will be a 2024 general release. Challenges include making it cheaper to run and enhancing guardrails. The United Nations General Assembly on Thursday adopted a U.S.-led resolution to promote “safe, secure and trustworthy” artificial intelligence systems and their sustainable development for the benefit of all. The non-binding proposal, which was adopted without a formal vote, drew support from more than 122 co-sponsors, including China and India. It emphasizes “the respect, protection and promotion of human rights in the design, development, deployment and use” of responsible and inclusive AI. “The same rights that people have offline must also be protected online, including throughout the life cycle of artificial intelligence systems,” the resolution affirms. Stability AI has released Stable Video 3D, a generative video model based on the company’s foundation model Stable Video Diffusion. SV3D, as it’s called,  comes in two versions. Both can generate and animate multi-view 3D meshes from a single image. The more advanced version also let users set “specified camera paths” for a “filmed” look to the video generation. “By adapting our Stable Video Diffusion image-to-video diffusion model with the addition of camera path conditioning, Stable Video 3D is able to generate multi-view videos of an object,” the company explains. Campaigning through the swing state of Arizona on Wednesday, President Biden announced Intel is lined up for a $19.5 billion package under the CHIPS and Science Act. The Department of Commerce has reached a preliminary agreement to provide up to $8.5 billion in grants and $11 billion in loans under the 2022 tech stimulus plan. Intel has committed $100 billion of its own. The CHIPS Act “will enable advanced semiconductor manufacturing to make a comeback here in America after 40 years,” Biden said, addressing a crowd at Intel’s Chandler, Arizona plant, which will be modernized using the funds. Deepgram’s new Aura software turns text into generative audio with a “human-like voice.” The 9-year-old voice recognition company has raised nearly $86 million to date on the strength of its Voice AI platform. Aura is an extremely low-latency text-to-speech voice AI that can be used for voice AI agents, the company says. Paired with Deepgram’s Nova-2 speech-to-text API, developers can use it to “easily (and quickly) exchange real-time information between humans and LLMs to build responsive, high-throughput AI agents and conversational AI applications,” according to Deepgram. In news rocking the publishing world, two of the largest newspaper chains in the U.S. have drastically downsized their contracts with the Associated Press, eliminating AP journalism from their combined 230 news outlets, including Gannett’s USA Today and McClatchy’s The Miami Herald. Though neither chain disclosed how much the move will save, the AP assesses “it is likely to be in the millions of dollars” for each. Gannett announced it has chosen another newswire partner, Reuters, and says it will continue to subscribe to the AP Stylebook and election results data. Nvidia unveiled what it is calling the world’s most powerful AI processing system, the Blackwell GPU, purpose built to power real-time generative AI on trillion-parameter large language models at what the company says will be up to 25x less cost and energy consumption than its predecessors. Blackwell’s capabilities will usher in what the company promises will be a new era in generative AI computing.
