FCC May Consider New Standard to Open Up Control of STBs

The Federal Communications Commission is deliberating whether cable and satellite TV companies should have exclusive control of the set-top box, an idea applauded by Google and TiVo and vigorously opposed by the cable/satellite TV industry. Increased competition would lower costs and drive improvements in functionality, say Google and TiVo. Among the supporters of this idea is the COMPTEL trade group, whose membership includes Amazon and Netflix. The cable industry, already suffering losses to cord cutting, strenuously opposes the move. Live mobile video has exploded in the last few months, with offerings from Facebook, Snapchat, Twitter and others. Mobile users have quickly caught on to how they can use live video, from concerts to personal rants. But the Achilles heel, however, is that live video uses a tremendous amount of data and, the immediacy of live video encourages users to go live without a Wi-Fi network handy. FCC and Alamo Broadband Set to Face Off Over Net Neutrality

On December 4, the U.S. Court of Appeals for the District of Columbia Circuit will hear oral arguments against net neutrality brought by Alamo Broadband, a small Texas Internet provider, the latest to push to end net neutrality. In its filing, the Federal Communications Commission reiterated that the net neutrality rules issued this year that reclassified ISPs as “common carriers” do not violate First Amendment rights. Fullscreen Planning SVOD Service to Target Youth Audiences

YouTube multichannel network Fullscreen plans to roll out a subscription video service that will feature original and licensed programming including series, documentaries and feature length movies. In addition to the iPhone 6S and 6S Plus and next-gen Apple TV set-top box with an emphasis on apps, gaming and shopping, Apple unveiled several compelling new products and updates at its San Francisco event, including a $100 stylus called Apple Pencil, a new iPad Pro with optional keyboard that will likely play to business users, improvements to the Apple Watch (including apps such as Facebook Messenger and AirStrip), and more. For the new iPhones, Apple has notably packed the back-facing iSight cameras with 12 megapixels, a larger sensor designed to reduce image artifacts, and the ability to shoot 4K video. Sprint Offers Free Service to Lure DirecTV Subs From AT&T

Directly targeting AT&T, Sprint is now offering DirecTV subscribers a year of free cell phone service. The offer, which started August 28 and ends September 30, includes a plan with unlimited talk, text and up to 2 gigabytes of data per month, plus a one-time $36 activation fee, but not the cost of a smartphone. Sprint’s move is an attempt to foil AT&T’s plan to turn DirecTV subscribers into AT&T subscribers, a key motivation for the wireless company’s $49 billion acquisition of the satellite TV provider. Pay TV Industry Loses 532,000 Subscribers in North America

Cord cutting continues to impact the pay TV industry. According to a new report from Strategy Analytics, the top 20 cable and satellite TV providers lost 479,000 subscribers in the U.S. between April and June, while operators in Canada lost 53,000 customers, marking the highest rate of decline experienced thus far in North America. The report comes after the first net drop of pay TV subscribers for the first three months of a year, following a disappointing Q1. Ellation Debuts as New Chernin, AT&T Brand for Online Video

Ellation, a new brand for subscription-based online video services, is about to be unveiled by Otter Media, the joint venture between AT&T and the Chernin Group. When it rolls out, Ellation — whose name is a play on words on the Aleutian Islands, a series of interconnected islands between Alaska and Russia — will host Crunchyroll, Creativebug and SoompiTV. Otter Media’s goal is to build between 30 and 50 niche video channels under the aegis of Ellation, which has been in development for the past few months. Nokia Sells Mapping Unit to German Carmakers for $3 Billion

Nokia has sold its Here digital mapping unit, a global competitor to Google Maps, to German automakers Audi, BMW Group and Daimler for $3 billion. Since the sale of its mobile phone unit to Microsoft for $7.6 billion last year, Nokia has been putting efforts into its telecom network infrastructure business, which supplies carriers like AT&T and China Mobile with communication equipment. The three German auto companies will use the mapping tech for autonomous driving plans, which they will license to other companies. Watch TV on Any Device with AT&T’s First Nationwide Bundle

Less then two weeks following FCC approval of its $48.5 billion takeover of DirecTV, AT&T is already rolling out plans to lure new customers. In a first-of-its kind nationwide offer to be made available August 10, AT&T is packaging wireless phone service and television for $200 per month for the first year. The “All in One” promotional plan places an emphasis on TV anywhere, featuring HDTV and DVR services across four receivers through DirecTV or U-verse, four smartphone connections including unlimited talk and text, in addition to 10GB of shared data. NBA to Offer Individual Out-Of-Market Games for First Time

Starting next season, the NBA will let fans watch individual out-of-market games for $6.99 on smartphones, tablets and PCs, as well as from any cable or satellite provider that offers NBA’s League Pass. Providers such as AT&T, Comcast, DirecTV, Dish, Time Warner Cable and Verizon currently offer League Pass. A $120 package for all out-of-market games of an individual team will also be available. Although $6.99 per game is not exactly cheap, it may be a good deal for fans who want to watch a particular matchup, and costs only a fraction of League Pass. Google Debuts Cloud Foundation and New Container Standard

Google simultaneously launched the Cloud Native Computing Foundation, with other technology companies, and its first version of Kubernetes, a method of dynamically scheduling a massive amount of application containers on a large scale. Together, the Foundation and Google’s Kubernetes would service large-scale enterprises, putting the Silicon Valley company and its foundation partners in direct competition with Amazon Web Services and Facebook. Apple, Samsung Tackle SIM Card Standardized for All Carriers

The SIM card, that bit of plastic in a mobile device that stores phone number and carrier information, is heading towards a standardization that will make it readable by all carriers. Apple and Samsung are working closely with mobile industry association GSMA, which represents 800 carriers globally, to do just that. The proposed new SIM card would make it easy for users to jump between carriers without changing hardware, and make phone purchases independent of carriers. FCC Calls for Safeguards as Telecoms Upgrade Copper to Fiber

U.S. regulators have proposed a new rule that would require major carriers such as Verizon and AT&T to maintain their current levels of service while they update aging copper networks with new fiber. The FCC’s proposal would require that the big carriers offer “reasonably comparable” services and conditions for their new technologies as well, in an effort to prevent an immediate impact on smaller carriers. Sprint Stops Throttling Speeds as Net Neutrality Takes Effect

The new net neutrality laws had a real-world impact when Sprint announced it would no longer throttle speeds for unlimited data customers. Sprint chief executive Marcelo Claure made the move in reaction to customers disgruntled by the fine print of a new $80/month unlimited text, talk and data plan, noting that video would be delivered at lower speeds. The 600 kilobits/second speed recommended by a consultant to Sprint would have particularly impacted high definition video, which runs at three to four megabits per second.
