A consortium of television networks teamed up to create a technology standard for targeted advertising. Project OAR (Open Addressable Ready)’s watermark technology makes it easier to send specific ads to consumers with smart TVs. The consortium expects to complete its work by 2020. Such collaborative ventures are atypical for the highly competitive TV market. Currently, TV networks depend on cable and satellite operators to send targeted ads, and this technology will help networks control part of the process for smart TVs. Facebook Debuts Showcase Upfront-Style Advertising Sales

Facebook debuted Facebook Showcase, a premium video-ad program to let buyers for online video/TV ads nail down guaranteed rates and impressions up to one year in advance. With the program, Facebook makes a more aggressive move into upfront buys for its content; its previous program only let advertisers buy video ads one quarter in advance. The Showcase program, which is now only available for ad campaigns aimed at U.S. audiences, coincides with the company’s increase in original content for its Watch video service. CBS Turns to AI-Powered Tool for Parsing Viewer Feedback

CBS has partnered with New York startup Canvs to use its AI-powered tool Canvs Surveys that automates the coding of natural language responses. CBS began using it in Q4 2018. The broadcaster has now expanded its use to process natural-language feedback to all its major events, including Super Bowl LIII and the Grammy Awards, as well as its entire slate of programming. CBS chief research/analytics officer Radha Subramanyam said the AI system processes the data far more efficiently than humans. Apple Readies TV Service with CBS, Starz, Viacom Content

Apple is reportedly aiming for a March or April event to announce its new streaming TV service that is expected to include original content plus subscription services from CBS, Viacom and Starz among others. Apple has been hinting at such a service for quite a while, has spent about $2 billion on original programming, and has signed major players such as Oprah Winfrey. Apple’s service is expected to take on competitors Netflix and Amazon Prime Video by launching globally, possibly distributed via the App Store since it is already available in more than 100 countries. Super Bowl Expands to More Apps, Sets Streaming Records

While Super Bowl LIII between the New England Patriots and Los Angeles Rams experienced a drop in television viewership (Nielsen indicates the game generated an average audience of 98.2 million viewers), CBS revealed that streaming the event reached new popularity this year. According to the network, the Super Bowl was viewed by 100.7 million viewers across all platforms, including digital and streaming. CBS notes that the game was streamed on 7.5 million unique devices, marking a 20 percent jump over the previous year and a new streaming record for the Super Bowl. Locast Founder Offers Free Broadcast Streaming to Test Law

Attorney David Goodfriend is a law professor and founder of Locast, a free streaming service that enables audiences to get content from ABC, CBS, FOX, NBC and PBS, on almost any device, at any time, with high-quality video. If this sounds like Aereo, the startup supported by Barry Diller that offered streaming content to subscribers, you’d be partially right. But the Supreme Court determined Aereo violated copyright law, forcing its closure, and Goodfriend believes he’s found a legal workaround: Locast is a nonprofit. CBS Films Moves to Streaming, CBS Preps for 8K Super Bowl

CBS Films is in the midst of a sea change. After releasing four scheduled films — “Five Feet Apart,” “Scary Stories to Tell in the Dark,” “Pavarotti,” and “Lexi” in theaters, via its Lionsgate partnerships — it will be folded into CBS Entertainment Group in the next year. Its new mandate will be to find content for CBS’ streaming services, including, most likely, CBS All Access. Meanwhile, CBS is bringing more tech to live sports. The network is planning augmented reality graphics and some strategic 8K coverage and mobile streaming of the upcoming Super Bowl LIII. Amazon’s IMDb Debuts Free Ad-Supported Movie, TV Service

Amazon launched Freedive, a free, ad-supported streaming video channel on its Internet Movie Database (IMDb) site, featuring 130 movies and 29 TV shows licensed from CBS, NBCUniversal Television, Sony Pictures Entertainment/Columbia Pictures, Warner Bros. Television and others. Sports Streamer DAZN to Introduce Less Annoying Ad Model

DAZN, thus far an ad-free sports-streaming service, plans to introduce advertising, but in a format that will prevent the annoyance of frequently repeating ads. This format — called “ad frequency” — can replay the same ad six times within a three-hour game, said DAZN Group executive chairman John Skipper, a former ESPN president. His new model, which will debut in the next six to eight months, will focus on sponsored content and product placement. CBS Introduces Streaming Network for Entertainment News

CBS launched its latest streaming network this week, as part of its strategy to reach younger viewers who are losing interest in traditional pay TV. The free ET Live channel, developed by CBS Interactive and “Entertainment Tonight,” will offer a wide array of entertainment news and related original programming via CBS All Access and ETLive.com, in addition to its own standalone app for Android, iOS, Apple TV and Amazon Fire TV (integration with more platforms is expected in the future). Walmart Signs MGM Deal, Invests in Interactive Storytelling

Walmart is partnering with MGM, which will create short-form original series for release in 2019, to help boost content on its ad-supported streaming service Vudu. The company also invested a reported $250 million in a joint venture with New York startup Eko, which produces so-called interactive stories in which viewers control the plots of commercials and TV episodes. This investment is believed to be the largest ever made in this particular storytelling niche that has interested creatives for years but never caught on. AT&T to Launch WarnerMedia Streaming Service Next Year

By the end of 2019, AT&T is slated to introduce a digital video service featuring WarnerMedia films and TV shows. That will include such blockbusters as “Wonder Woman” and the Harry Potter franchise as well as HBO’s “Game of Thrones.” The deal comes on the heels of AT&T’s purchase of Time Warner in June for $85.4 billion. The company made it clear then that the main motivation for the acquisition was to launch a streaming video service. Amazon, TiVo Unveil Over-the-Air Products for Cord Cutters

Amazon recently introduced its Fire TV Recast, a networked DVR, and TiVo debuted its new set-top box, the TiVo Bolt OTA, with both companies’ products aimed at giving cord cutters a new way to enjoy content. Fire TV Recast allows consumers to watch and record over-the-air TV content with a Fire TV, Echo Show or other compatible mobile device. TiVo’s new STB joins its existing line of Bolt devices, including the voice-controlled Bolt Vox DVRs, and enables anyone with a digital antenna to watch live over-the-air TV. Sony Adds 200 Local Channels to its PlayStation Vue Service

Sony’s OTT service PlayStation Vue is expanding its lineup by adding 200 local stations across the U.S., including ABC, CBS, FOX and NBC affiliates and ESPN College Extra. With the expanded lineup, Playstation Vue now features more than 450 local stations. The service is available via Sony’s game console; across Android, iOS and web platforms; and media players such as Android TV, Apple TV, Amazon’s Fire TV, Google’s Chromecast and Roku devices. New comScore CEO Readies Cross-Platform Ad Metrics Tool

Under the aegis of new chief executive Bryan Wiener, comScore is readying the debut of its Campaign Ratings tool to measure ad views across platforms. Wiener was hired about two months ago, in the wake of corporate difficulties including accounting irregularities and management changes. The tool promises to provide advertisers with a more realistic report of ad viewing by measuring viewers who see an ad on any device, including TV and mobile and avoiding double-counting of viewers who watch an ad once on different devices.
