Children’s programming has always been some of the most popular content on YouTube, generating billions of views since the platform launched in 2005. But the accompanying advertising and algorithm-driven recommendations proved problematic, sometimes serving material that parents deemed inappropriate. YouTube has taken various steps to address this, becoming in 2015 the first social platform to launch a children’s version of its main product. It later opted to have humans, not algorithms, make the content recommendations for kids, a costly trade-off that seems to have produced positive results. Big Tech Faces Global Pressure to Step Up Child Protections

UK-style child protections are coming to the U.S. if a pair of California state lawmakers have anything to say about it. Assembly members Jordan Cunningham, a Republican, and Buffy Wicks, a Democrat, last week proposed the California Age-Appropriate Design Code Act, a bill modeled after what is popularly known in the UK as the Children’s Code, and more formally tagged the Age Appropriate Design Code. If enacted, websites and social platforms would have to limit the collection of children’s data in California, enact safeguards protecting minors from other users, minimize addictive features and simplify privacy settings. HTC Adds Vive Guardian to Protect Kids in Volatile Metaverse

Taiwanese electronics company HTC has introduced a new Vive Guardian feature for its popular VR headset, the HTC Vive. The safeguard is designed to limit access to apps while children are cavorting in the metaverse, and experts say it’s a much needed step in an environment that thus far lacks kid profiles and parental safety settings. HTC, Meta Platforms and others suggest VR be used only by those over the age of 13, but at this point, it’s only a recommendation, and calls are already amplifying to put child safety measures in place. Amazon Glow Gives Kids Connectivity for Activities & Games

This holiday season, families may be basking in the warmth of the new Amazon Glow, which debuted in limited release September 28. The crackling 14-inch vertical tower is a combination tablet, camera and projector and features an 8-inch LCD HD touchscreen and can project up to 19.2-inches. Facebook vice president of global affairs Nick Clegg in a round of Sunday morning news appearances advocated his company’s position in the midst of senatorial attack, discussing new safety tools and emphasizing the company’s repeated requests for congressional guidelines. Means to deflect users from harmful content, curb political content and put programming power in the hands of parents were among the new measures by which to impede vulnerabilities. FTC Is Considering the Need for Stricter Online Privacy Rules

The Federal Trade Commission is looking into establishing stronger online privacy protections that would hold businesses such as Facebook, Google and Twitter more responsible for how they handle consumer data. The early discussions, under the leadership of new chair and vocal Big Tech critic Lina Khan, are addressing the possibility of introducing FTC regulation due to what is perceived as gridlock in Congress in creating a federal law. Privacy and civil rights groups have advocated for a single federal law — similar to Europe’s General Data Protection Regulation (GDPR) — rather than state laws (or no regulation at all). Facebook Hits Pause on Instagram App for Users 13 & Under

Facing a Congressional hearing on the potential harmful effects of Instagram on teenage girls, Facebook announced it is pausing work on Instagram Kids, intended for children 13 and under. Facebook says it still plans to build a more age-appropriate Instagram but is holding off in the face of what has become a public relations crisis for the company. “This will give us time to work with parents, experts, policymakers and regulators, to listen to their concerns, and to demonstrate the value and importance of this project for younger teens online today,” explained Instagram head Adam Mosseri. Gaming Industry Reacts to New Entertainment Rules in China

Chinese online game companies are falling in line with Xi Jinping’s government mandate to curb negative influences on the country’s youth, vowing to self-police the workarounds kids have found to circumvent regulatory limits on play-time. In August, China banned persons under 18 from playing video games more than three hours each week. More than 200 game firms including Tencent and NetEase say they will comply with regulations announced by China’s National Press and Publication Administration and take steps to ensure the rules are enforced. China Says No Video Games for Kids During the School Week

China’s General Administration of Press and Publication (GAPP) announced a regulation that bans young people under the age of 18 from playing online video games between Monday and Thursday and, on the other days of the week and holidays, limits game play between 8:00 PM and 9:00 PM. Authorities blame “video game addiction” for distracting younger people from school and family responsibilities. Bipartisan Bill Would Further Regulate Online Content for Kids

Senators Ed Markey (D-Massachusetts) and Richard Blumenthal (D-Connecticut) introduced the Kids Internet Design and Safety (KIDS) Act, which would regulate how companies such as YouTube and TikTok handle what is accessible to children online, including advertising, app design and potentially harmful content. One of the main targets of the new bill are so-called unboxing videos, such as YouTube channel “Ryan’s World,” which can get millions of views. The KIDS Act would not ban the content, but prohibit the platform from recommending it to kids, curbing its distribution. Google Will Pay $170 Million in Record COPPA Settlement

The FTC and New York attorney general announced yesterday that Google is being fined $170 million following the investigation of YouTube’s alleged violations of the Children’s Online Privacy Protection Act (COPPA). The investigation claims that Google marketed the video platform to advertisers based on the popularity of channels with younger audiences, and tracked viewing histories of children to serve them ads, without first getting consent of the parents. Google and YouTube will pay $136 million to the FTC and $34 million to New York in the largest COPPA fine to date (Congress enacted the law in 1998). Google Filters Appropriate Content with YouTube Kids Site

Kid-friendly video content is now available on a dedicated YouTube Kids website that filters content deemed most appropriate based on three different age groups. The site offers a similar experience to the mobile app of the same name. Parents can select age-appropriate videos based on newly listed age groups, track viewing history and flag anything that may be missed by filters. A sign-in option is expected to be added in the future. The filters include “Preschool” (up to age 4), “Younger” (ages 5 to 7) and “Older” (kids over 7). Apple’s Rules For Kids Apps Will Impact Analytics and Ads

Apple has created new rules for kids apps in the App Store that will ban external analytics software and restrict the ability to sell advertisements. Considering the market dominance of the Apple App Store, developers of kids apps are worried that, starting next month when the rules go into effect, they will struggle to stay afloat. Apple said the new rules were in response to some children seeing inappropriate ads on apps and its aim to protect them from data trackers. Some privacy advocates have applauded the move. YouTube Finalizes Plans to End Targeted Ads For Children

YouTube has agreed to stop targeted ads that appear during videos that children are likely to watch, said sources. The Federal Trade Commission, which has been investigating whether YouTube violated the Children’s Online Privacy Protection Act (COPPA), reached an agreement with the company but hasn’t made its terms public yet. It isn’t clear whether YouTube’s move to end targeted ads in children’s videos is in response to the settlement.
