Government Commits $285 Million for ‘Digital Twin’ Research

The Biden Administration has opened a call for applications for $285 million in funding for a national research institute that will develop semiconductor “digital twins,” software representations of semiconductor hardware that live in the cloud, where teams can collaborate remotely to design, test and analyze the components, allowing engineers to discover and address problems before the manufacturing process begins. The CHIPS Manufacturing USA institute will be the hub for companies and organizations advancing this work, which is meant to decrease domestic reliance on foreign-sourced chips as a matter of national security. Micron Awarded CHIPS Funds for Fabs in Idaho and New York

Micron Technology has been selected to receive up to $6.14 billion in CHIPS and Science Act funding from the federal government. The Boise, Idaho-based tech firm says it will use the funds to construct four new fabrication plants — two in its hometown and two in New York State. Micron has committed an investment of up to $125 billion across both states over the next two decades as it endeavors to build a leading-edge memory manufacturing ecosystem. Samsung Will Receive Up to $6.4 Billion in CHIPS Act Funding

Samsung Electronics will receive up to $6.4 billion in funding for semiconductor manufacturing in the U.S. as part of the CHIPS and Science Act. Samsung Semiconductor CEO Kye Hyun Kyung and Commerce Secretary Gina Raimondo celebrated the news this week at the company’s Taylor, Texas plant. The funds are earmarked for Samsung’s expansion in Central Texas to create additional manufacturing capabilities of essential chips for the AI, automotive, IoT, aerospace and other sectors. With the funds, Samsung is “strengthening the local semiconductor ecosystem and positioning the U.S. as a global semiconductor manufacturing destination,” Kyung said. Intel Awarded CHIPS Act Funding to Boost Production in U.S.

Campaigning through the swing state of Arizona on Wednesday, President Biden announced Intel is lined up for a $19.5 billion package under the CHIPS and Science Act. The Department of Commerce has reached a preliminary agreement to provide up to $8.5 billion in grants and $11 billion in loans under the 2022 tech stimulus plan. Intel has committed $100 billion of its own. The CHIPS Act “will enable advanced semiconductor manufacturing to make a comeback here in America after 40 years,” Biden said, addressing a crowd at Intel’s Chandler, Arizona plant, which will be modernized using the funds. GlobalFoundries Receives $1.5 Billion in First U.S. CHIPS Grant

GlobalFoundries has been selected to receive the first major grant in the Biden administration’s CHIPS and Science Act program to reinvigorate U.S. chip production. The $1.5 billion in grants will be used to construct and expand facilities in Vermont and New York. Additionally, the administration plans to make available $1.6 billion in federal loans. The grants are estimated to triple GlobalFoundries’ New York state production capacity within the next 10 years. Chipmakers including Intel, Micron Technology, Samsung Electronics and TSMC have submitted grant applications for government assistance in building new or updating existing facilities. Advanced Packaging for ‘Chiplets’ a Focus of CHIPS Funding

Ten years ago AMD introduced the concept of smaller, interconnected chips that together work like one digital brain. Sometimes called “chiplets,” they’re generally less expensive than building one large chip, and when grouped together into bundles have often outperformed single wafters. In addition to AMD, companies including Apple, Amazon, Intel, IBM and Tesla have embraced the chiplet formula, which leverages advanced packaging technology, an integral part of building advanced semiconductors. U.S. Plans to Create Manufacturing Clusters with CHIPS Act

The U.S. plan to expand its national chip industry includes adding a minimum of two manufacturing clusters for advanced semiconductors by 2030. Commerce Secretary Gina Raimondo explained Thursday that the goal is to create chip ecosystems that group together fabrication plants, assembly plants, research-and-development labs and the suppliers to support each phase of operation. The vision is to make the U.S. “the only country in the world where every company capable of producing leading edge chips will have a significant R&D and high-volume manufacturing presence,” Raimondo said. TSMC’s Advanced Chipmaking Plans Leak Before Biden Visit

TSMC has revised plans for its Arizona chip plant, reportedly the result of pressure from customers including Apple, Nvidia and AMD, who urged the Taiwanese company to reconsider its plan to output 5-nanometer processors that will be old news by the time the $12 billion plant opens in 2024. TSMC is expected to announce during a scheduled Tuesday visit by President Biden and Commerce Secretary Gina Raimondo that it will output advanced 4-nanometer chips when production commences and will add a second nearby plant to manufacture even more sophisticated 3-nanometer chips. Intel is fine-tuning its corporate reporting as it gears up a foundry operations that will see the longtime manufacturer and designer of its own chips extend services to third-parties. The idea is to create greater separation between its concept and creation divisions. The change comes as Intel deals with a rapidly shifting global market, where demand for chips has increased in sectors like automotive and AI data centers while the PC business that has been the company’s bedrock suffered a major decline in global shipments of nearly 20 percent in Q3. Samsung 5-Year Plan Speeds Advanced-Chipmaking Timeline

Samsung wants to dominate the global market for advanced semiconductors, unveiling plans to begin producing chips with a 2-nanometer spec in 2025 and launching into the even more advanced 1.4-nanometer market in 2027. The timeline takes the South Korean company beyond the 3-nanometer chip production it began in June. Samsung says it will more than triple production capacity in five years, positioning it to challenge Taiwan’s TSMC in terms of volume, and potentially surpass it in the high-end market for “smart chips.” TSMC said it will mass produce 3nm chips this year and start 2nm production by 2025. Biden Signs Bill to Boost Chip Production and Supply Chains

President Biden signed the expansive $280 billion CHIPS and Science Act into law yesterday. The legislation includes $52.7 billion in subsidies and tax credits to help strengthen U.S. semiconductor manufacturing, research and workforce development. In addition to revitalizing domestic manufacturing efforts, the package intends to “create good-paying American jobs, strengthen American supply chains, and accelerate the industries of the future,” explains the White House. The measure is also part of larger effort by the federal government to combat the growing influence of China, especially involving tech sectors and the potential impact to security and privacy. Congress Passes CHIPS Act to Boost Production, Research

After more than a year of wrangling, the Senate on Wednesday passed a bipartisan tech and science funding bill in a 64-33 vote. The CHIPS and Science Act commits $280 billion to be spent over five years in what is being called the largest manufacturing, research and development initiative of its kind. The largest single area of investment is $76 billion to fund domestic semiconductor production, which includes $24 billion in new tax incentives. Yesterday, the bill passed in a 243-187 House vote and now heads to President Biden’s desk to be signed into law.
