The U.S. “must reinvent the machinery of government itself, just as much as any piece of transportation equipment,” U.S. Secretary of Transportation Pete Buttigieg said Thursday in his CES speech on the Future of Transportation. “Innovation isn’t about the technologies themselves, but how we deliver transportation resources cost-effectively and quickly,” Buttigieg said, sharing his vision for an Advanced Research Projects Agency for Infrastructure, “ARPA-I, modeled after DARPA” (the Defense Department ARPA that invented the Internet) as required in an era in which mobile connectivity and transportation are becoming inextricably intertwined. The smart city was the topic of a CES conversation moderated by Strategic Cyber Ventures chief executive Hank Thomas, whose expertise was gained in relevant military and government work. The U.S. Department of Transportation selected 10 local, state and tribal governments to test drone commerce in partnership with Intel, Uber, FedEx and Qualcomm, among others. The Integration Pilot Program, promoted by the Trump administration to speed up approvals of longer-range unmanned flights, has enthused drone companies, including startups such as Flirtey and AirMap. Notably missing from the list, however, is Amazon, which has a project in development to deliver packages to people’s homes. Amazon’s drone delivery program faces the challenge of getting drones near enough to large population centers, but the company just filed a patent application for a solution. What Amazon calls “multi-level fulfillment centers for unmanned aerial vehicles” would place drones in the midst of cities in vertical structures, thereby letting drones fly in and out of the building while avoiding pedestrians. The newly released Federal Automated Vehicles Policy reveals that the Obama administration is largely taking a hands-off approach to the technologies used to create autonomous vehicles, instead zeroing in on safety. In fact, the majority of the 116-page policy addresses safety issues, with the goal of preventing accidents such as the recent fatal crash of a Tesla vehicle on autopilot. The Self-Driving Coalition for Safer Streets — including Alphabet, Ford Motor Company, Uber, Lyft and Volvo — gave the policy a thumbs-up.
