European Commission Enacts Data Protection Regulations

The European Commission, the EU’s executive arm; the European Parliament and member states just approved stringent data protection regulations, considered there to be of equal importance to freedom of expression. The rules, slated to go into effect by early 2017, will give individuals more power over how their information is collected and managed, as well as make data protection regulations consistent across the EU. FAA Releases New Drone Regulations in Time for Holidays

The Federal Aviation Administration (FAA) just announced its rules for drones, in advance of the holiday shopping season when consumers are expected to purchase 700,000 of them. The rules, which call for all owners to register their drones in a national database with their names, home and email addresses, is aimed at allaying safety fears and encourage responsible ownership. Streaming Music Services Thrive But Free On-Demand a Threat

Depending on where you live, the top music-streaming site might be Spotify, Pandora or even Saavn. A new music-focused report from App Annie crowns Spotify as “the world’s top streaming music service” in terms of active users, downloads and revenue. But, in the U.S., the No. 1 spot goes to Pandora Radio, a hit among active users on iPhone and Android. And in other markets, local providers are topping the charts, including Saavn and Gaana in India, Deezer in France and South Korea’s MelOn, among others. LucidCam Developing $299 VR Camera, Partners with Sephora

LucidCam successfully raised $100,000 on Indiegogo from 264 backers, and now is well on its way to creating the camera that sounds too good to be true: a $299 device that’s small enough to fit in a pocket and yet can shoot immersive virtual reality content. The company, headed by chief executive Han Jin, says the LucidCam team is now busy creating partnerships with content creators and brands — its first is with make-up brand Sephora — and reveals that the company will release its first 360-degree 3D video in December. Retailers and Banks Battle Over Adoption of Chip Technology

With the introduction of credit cards with an embedded security chip, the banking and retailing industries are battling over issues of security, fraud and the cost of adoption. For years, European banks have issued credit cards with both the chip and a PIN; U.S. banks are foregoing the PIN and relying solely on the chip and an in-person signature. Retailers argue they are absorbing the high cost of adopting the chip technology and paying interchange fees, without reaping any of the benefits of lower fraud. Vice to Decide on TV, Mobile, OTT Expansion Deals in Europe

A large number of potential partners are vying to cut deals for Vice TV channels across Europe, expected to launch in the next 12 to 18 months. But plans aren’t moving fast enough for chief executive Shane Smith who is eager to ink agreements not just for TV but mobile, online and OTT. The company is already set to launch a U.S. channel, and expected to partner with A+E for that venture (although Smith more recently declined to say who his U.S. partner would be), and has a Canadian outlet with Rogers Communications. Facebook Testing New Emoji in Ireland, Spain for Wide Release

Facebook just announced something fans have been wanting for a long time: in addition to the ubiquitous “like” button, fans will have other icons to express emotions. The new emoji, designed after months of research to find expressions that would work globally, include surprise, anger, love, laughter, sadness and a supportive cheer. Although many users have lobbied for a “dislike” button, Facebook declined to add one. The tests in Spain and Ireland are just the first of a round before the emoji are widely released. European Court Rules Data Transfer Pact with U.S. is Invalid

The European Union’s highest court, the European Court of Justice, dealt a blow to the American tech industry yesterday when it struck down the international Safe Harbor agreement that previously allowed companies to move digital information between the EU and the U.S. The pact allowed companies to transfer data such as social media updates and online search histories. However, the court ruled that Safe Harbor was flawed since the U.S. government used it to access the online information of Europeans, an issue that was raised by NSA whistleblower Edward Snowden. China and European Union to Create Working Definition for 5G

Although everyone is talking about 5G, no one has defined it — up until now. China and the European Union have agreed to create a working definition for 5G by the end of the year. If they do, their agreement could go far in forcing the issue in an environment in which others are posturing and issuing statements with little detail. Meanwhile, the International Telecommunications Union (ITU), which defined 3G and 4G, is also working on the standard but is unlikely to choose a technical standard until February 2016. EyeEm Unveils New Tech for Auto-Scanning, Tagging Images

German startup EyeEm, which launched its photo-sharing app in 2011, unveiled new technology based on an advanced algorithm and machine learning to identify details of online photos. The technology, EyeVision, automatically scans images and tags them with specific keywords, making it useful for people searching for specific images. The technology, which has been in development for three years, comes at a time that companies like Amazon, Facebook and Google look for ways to provide images for online search queries. UPS and CloudDDM Experiment with New 3D Printing Service

Atlanta-based United Parcel Service recently rolled out 100 industrial 3D printers at its hub in Louisville, Kentucky. UPS is testing whether 3D printing centers could impact supply chains and its transportation business — or prove advantageous for a new local production and delivery market. The company is proceeding cautiously; it does not want to see 3D printing cause a similar disruption to how the Internet undercut overnight document deliveries. Apple Partners with Luxury Brand Hermès on New Smartwatch

On October 5, the Apple Watch Hermès, priced between $1,000 and $1,500, will go on sale in Apple and Hermès stores in 14 countries including the U.S., China, France and Switzerland. The new watch is Apple’s first partnership with a luxury brand, and also the first time that Apple has permitted another brand’s components — in this case, signature watchbands, clasps and fonts — on one of its products. IFA 2015: Samsung is First to Announce 4K UHD Blu-ray Player

As 4K UHD TVs slowly come to market, and streaming services continue to introduce support for 4K and high dynamic range programming, Ultra HD Blu-ray is the next logical step. During its press conference at the IFA trade show in Berlin yesterday, Samsung became the first company to officially announce a 4K UHD Blu-ray player. Samsung’s UBD-K8500 supports HDR, offers 64 times the colors of standard Blu-ray, and plays UHD content at up to 60 frames per second. 20th Century Fox is providing content for the player, and plans to issue all its new releases in 4K Ultra HD with HDR. Panasonic Joins LG in OLED Market with Curved 4K Offering

During the IFA trade show in Berlin yesterday, Panasonic unveiled its 65CZ950, a curved 4K OLED TV featuring the company’s Studio Master Drive processor. Panasonic claims the 65-inch OLED, slated for an October release in Europe, is the most color-accurate display it has ever produced. It is also the first to achieve THX certification. Panasonic says the CZ950 series brings home entertainment closer to a cinema experience since it is fully HDR compatible and covers more than 90 percent of the DCI color space. Google Augments Search, Connects Users with Home Services

Google is no longer just a way to search for a good local plumber or electrician. Now, users in the San Francisco Bay area can make appointments via Google Home Services, a newly unveiled program that connects users with companies vetted by Google. So far, Google Home Services supplies plumbers, handymen, locksmiths and housecleaners. The move puts Google in direct competition with Amazon, which launched a similar service in March, as well as Angie’s List, Yelp and TaskRabbit.
