Battling new antitrust action by the U.S. Department of Justice, Google is offering to separate part of its adtech business into a discrete unit. The new Alphabet company would focus on app dissemination and programmatic auctions for advertising space and could potentially be worth billions of dollars. It is not known whether the move would satisfy the DOJ, which is reportedly prepping a fresh antitrust suit in the wake of a 2020 action. Google is also the target of antitrust investigations by state attorneys general and under EU and UK inquiries for anticompetitive measures. Funding for Startups Faces Downturn After 10-Year Bull Run

Following a decade-long boom, funding for startups is in decline, according to PitchBook, which says investments in fledgling U.S. tech firms has dropped by 23 percent in Q2 to $62.3 billion, the biggest fall since 2019. In another dire indicator, startup sales and IPOs have fallen to $49 billion the first six months of 2022, plunging 88 percent compared to the same period in 2021. The slump comes amidst an overall stock market downturn that has seen the technology sector take a particularly brutal hit that appears to have affected private startup valuations. EU Checks Power of Big Tech with Digital Services Regulation

The European Parliament has adopted two digital acts, one focused on leveling the competitive playing field, the other on protecting consumer rights online. EU Advances Crypto Regulation in Face of Small Investor Pain

The decentralization that promised to make cryptocurrencies accessible, transparent, and an everyman’s investment dream has turned into a nightmare for many. While professional investors have largely done well shorting blockchain stock, other individuals haven’t been as successful. Fortune wrote of “crypto carnage” in a market that has so far lost $1 trillion in this year’s market selloffs. Bitcoin has lost about 50 percent of its market value this year, while Ethereum has fallen by 56 percent since January. Developers Criticize Meta Platforms for Costly VR App Fees

Meta Platforms is facing a backlash based on the fees it is charging virtual reality developers for access to its Meta Quest Store, which uses a financial model similar to that of leading mobile app stores. The Meta Quest Store supports the leading consumer market VR headset, the Quest 2, and reportedly demands 30 percent from digital purchases and anywhere from 15 percent to 30 percent on subscription sales, which is comparable to Apple and Android store fees. Because Meta CEO Mark Zuckerberg previously criticized those companies’ fee structures, he’s being labeled a hypocrite by those opposing the charges. Canada Revives Bill to Up Local Content on Digital Platforms

Canada is taking steps to ensure that digital platforms such as YouTube, Netflix and Spotify adequately represent Canadian artists for users who log in from a Canadian IP address. In an effort to protect Canada’s cultural identity, the nation’s television and radio broadcasters are required to fill a local content quota as a licensing condition, and the new bill — which passed the lower house of Parliament last week — would create a similar mandate for digital platforms, said Canada’s minister of heritage Pablo Rodriguez. Google News is trying to keep peace with publishers while adding functionality to its feed with a revamped desktop that lets users customize up to three topics on the home screen. For example, Local News, World News and Top Picks can be set to display across three-columns. Meanwhile, the global payment battle between content providers and Alphabet’s aggregator has achieved closure in France, where the competition authority said a settlement has been reached after a two-year legal battle and a $525 million fine. Terms include a pledge from Google to give news providers estimates of indirect revenue generated from news content that appears in its search results. European Union Creates Code of Practice on Disinformation

The European Union unveiled a new code of practice for disinformation, a glimpse at the regulation Big Tech companies will be dealing with under upcoming digital content laws. Meta Platforms, Twitter, TikTok and Google have agreed to the new rules, which update voluntary guidelines. The revised standards direct social media companies to avoid advertising adjacent to intentionally false or misleading content. EU policymakers have said they will make parts of the new code mandatory under the Digital Services Act. New Android and iPhone operating system updates for smartphones will be made available free this fall. Both Google and Apple have announced improvements to text messaging apps. Notably, Apple’s iMessage will allow iPhone users to edit or recall text messages after they’ve been sent, a much-requested feature over the years. The iPhone’s iOS 16 will also debut a redesigned lock screen. The U.S. and European Union are seeking to establish joint policies that advance cooperation and democratic approaches to trade, technology, and security on both sides of the Atlantic. The second meeting of the U.S.-EU Trade and Technology Council (TTC) — May 15-16 in Saclay, near Paris — emphasized how Washington, Brussels and other free-market democracies should develop a joint response to the challenges presented by dictatorships and their controlled economies. EU Hits Apple with Antitrust Objections Over Mobile Payments

European regulators on Monday hit Apple with an antitrust charge, alleging it has created a “closed system” for contactless mobile payments. The so-called statement of objections says the iPhone maker has abused its market power by favoring its Apple Pay for mobile contactless payments to the detriment of third-party services like PayPal, which reportedly helped initiate the charges. EU Advances Digital Services Act to Hold Tech Accountable

The European Parliament and EU member states reached agreement Saturday on the proposed Digital Services Act, which aims to hold Big Tech accountable for “illegal and harmful content” and “provide better protection for Internet users and their fundamental rights, as well as define a single set of rules in the internal market.” Calling the DSA “historic, both in terms of speed and of substance,” European Commission President Ursula von der Leyen added, “the greater the size, the greater the responsibilities of online platforms.” Companies like Facebook, YouTube, TikTok and others will be forced to hold the line against dangerous content and misinformation or face stiff fines.
