Twitter is reportedly in early discussions with Google, Salesforce.com and others about a possible takeover of the San Francisco-based company. “Twitter is considering divesting itself of … Vine, the mobile six-second video service, and MoPub, a mobile advertising business,” according to The New York Times. Stalled growth has been a challenge for Twitter, which has largely failed to keep up with competitors in recent years. YouTube Seeks Volunteers to Moderate Site for Perks, Access

In an effort to become more of a social media platform, YouTube launched YouTube Community in mid-September to allow video creators to run a social network on their channel’s page. On the “Community” tab on Channel pages, video creators can share content, including text, GIFs and images with their fans. Community has been in public beta (with some YouTube celebrity creators), but hasn’t yet rolled out. Presidential Race Gets Streaming Treatment Across Platforms

Election coverage focused on presidential candidates Hillary Clinton and Donald Trump will get a major boost from social media, streaming technology and even virtual reality. Facebook plans to live-stream the upcoming debates with help from ABC News, while a Twitter-Bloomberg partnership will bring live streams of the debates to Twitter. YouTube, meanwhile, is slated to live-stream the debates from PBS, Telemundo and The Washington Post. Chan Zuckerberg Fund Invests $3 Billion in Medical Research

Facebook chief exec Mark Zuckerberg and his wife Dr. Priscilla Chan announced they plan to invest more than $3 billion over the next 10 years to develop tech focused on research to combat disease. “The first investment by the couple’s for-profit philanthropic arm, the Chan Zuckerberg Initiative LLC, will be $600 million to create a research lab of engineers and scientists based in San Francisco,” reports The Wall Street Journal. “This focus on building on tools suggests a road map for how we might go about curing, preventing and managing all diseases this century,” said Zuckerberg. Adblock Expands Service with Fresh Take on Acceptable Ads

Adblock, the company that blocks online advertising, is now introducing a service that allows website operators to run ads. Adblock Plus’s new service is an extension of the Acceptable Ads program debuted in 2011. A so-called acceptable ad, vetted by Adblock, is smaller, less brash and intrusive and thus, in principle, less irritating. The number of ads in this marketplace, which just debuted in beta, is limited because of how time-consuming it is to vet ads. The service will come out of beta later in 2016. Fandango Tests Selling Movie Tickets Directly via Facebook

Fandango has built a business helping moviegoers purchase tickets online and via a smartphone app. Now the ticket retailer owned by NBCUniversal is partnering with Facebook to sell tickets directly from the social network. It began this past weekend when fans were given the opportunity to buy tickets to “The Magnificent Seven,” “Kevin Hart: What Now?” and “Storks” through each film’s Facebook page. The move is part of a larger strategy to attract millennials; the company’s next step to reach a younger audience is a Snapchat interface. EU to Propose Stricter Regulations Impacting Digital Services

The European Union has unveiled proposed regulations designed to help protect its consumers. The goal is to create a single market out of Europe’s many regions, enabling its 500 million consumers to access the same services. But the EU proposals also create stricter demands for privacy and against copyright infringement, including reforms that would hold streaming services responsible for instituting better anti-piracy methods. Spincle Debuts Shareable 360-Video on Smartphones via App

Launching at TechCrunch Disrupt SF, startup Spincle showcased a new way to capture 360-degree imagery with smartphones. Up until now, most 360-degree photography has required specialized cameras, and posting the results takes multiple apps and expertise. The popularity of the 360-degree panorama brought about by Google Cardboard, however, has also given birth to the “magic window,” which allows the user to move the phone and, without a VR headset, have a quasi-VR experience. Twitter to Live-Stream ‘Thursday Night Football’ for First Time

Twitter won a bidding war to live-stream NFL games in a $10 million deal inked in April. Now, this Thursday, the social media company will stream the first such match-up of the 10-game deal, seen as an effort by chief executive Jack Dorsey to revive the company’s dwindling support from advertisers. Viewers can watch the live CBS feed on Twitter’s mobile app and website, with the added value of in-the-moment tweets. Out of Messenger’s one billion users, 300 million people are now using its audio and video calling features every month. This represents tremendous growth from Facebook’s first trials with VoIP audio for Messenger in 2013, and video calling in mid-2015. Time is launching its People/Entertainment Weekly Network (PEN) today — a streaming, ad-supported video service also available as an app, on numerous Web-connected devices and People’s website. The venture, Time’s latest effort to leverage digital advertising, is free and available to watch live and on-demand, with a focus on celebrities, coverage of popular entertainment franchises (such as “Star Wars” and “Game of Thrones”), live events (such as the Emmy Awards) and human interest stories. Amazon Said to Be Looking Beyond Video to Streaming Sports

According to unnamed sources, Amazon is actively pursuing the rights to numerous sports, including the French Open tennis championship and professional rugby as well as golf, soccer, auto racing and U.S. sports such as basketball and baseball. Capturing rights in the U.S. will be challenging since CBS, NBCUniversal, Fox, Turner Sports and ESPN have inked long-term contracts for most major sporting events. EU Proposes Regulations for Online Communication Services

The European Union’s executive arm is poised to propose that online communication services such as Microsoft’s Skype and Facebook’s WhatsApp be regulated similarly to telecoms, a move that telecom executives have long advocated as creating a level playing field. Telecoms would actually prefer that the EU repeal regulations on user privacy among other specifics but, in lieu of that, are content to see their industry-specific regulations extended to online communication services, most of which are currently free. Washington Post Turns to Google Tech for Faster Mobile Site

The Washington Post is unrolling a new “lightning-fast” mobile website based on Google’s Progressive Web Apps that loads pages in under one second; the current mobile site loads pages in about three seconds. The goal is to create the fastest mobile news site possible, says chief technology officer Shailesh Prakash, who notes that 70 percent of the newspaper’s digital traffic is from mobile devices. Drivetribe: Fox Invests in Digital Platform for Auto Enthusiasts

21st Century Fox just invested $6.5 million in the London-based Drivetribe, a new digital media platform for car fans. This comes two weeks after early Facebook investor Jim Breyer and venture capital fund Atomico, led by Skype co-founder Niklas Zennstrom, invested $5.5 million. Entrepreneur Ernesto Schmitt, former “Top Gear” hosts Jeremy Clarkson, Richard Hammond and James May, and the show’s former executive producer Andy Wilman are the creators behind Drivetribe, which launches in November.
