Facebook will stop allowing marketers to target advertisements based on housing, jobs or credit to people of a specific race, gender or age group. Federal law bans discrimination in these three areas, and Facebook’s changes would put the company in compliance. The move is also part of a settlement of several lawsuits opposing the practice. The American Civil Liberties Union, National Fair Housing Alliance and Communications Workers of America are among those that have sued Facebook over biased targeted advertising. European regulators yesterday fined tech giant Google 1.5 billion euros (about $1.7 billion U.S.) for violating antitrust rules in the online ad market. This marks the European Union’s third fine against Google since 2017. As part of its larger efforts to better regulate global technology powerhouses, EU authorities took action based on their contention that Google has been imposing unfair terms on those companies in Europe that use the Google search feature on their websites. Computer systems at Facebook, Google and Apple went offline temporarily when all three companies experienced a coincidental array of tech glitches. Facebook experienced a daylong outage that the company blamed on a server configuration error. The outage affected the Facebook app, photo-sharing app Instagram and WhatsApp messaging service. At Alphabet’s Google, services such as Gmail experienced a series of problems that reportedly resulted from engineers tweaking an internal storage service. The U.K. government released a 150-page report stressing that the country needs to update its antitrust policies to deal with big technology companies. The report, which was ordered by the U.K.’s top treasury official, Exchequer chancellor Philip Hammond, states that the U.K. should implement tighter rules on acquisition in the tech sector to make it easier for new competitors to arise. The French government introduced a three percent tax on the revenue of technology companies such as Google and Amazon that offer e-commerce or targeted advertising in France. Experts estimate that the tax could reap “billions of dollars” from Silicon Valley companies. The tax is also likely to come up as a topic of conversation in U.S. and European talks, convened by the Organization for Economic Cooperation and Development (OECD), about corporate taxes in the digital age. Spotify, Google, Pandora and Amazon have joined forces to appeal a decision of the U.S. Copyright Royalty Board (CRB) they believe “harms both music licensees and copyright owners.” In separate filings, the companies are asking the U.S. Court of Appeals for the D.C. Circuit to review the decision regarding “recently issued … U.S. mechanical statutory rates” that they said “raises serious procedural and substantive concerns.” With the rule as it stands, songwriters would receive a 44 percent increase in payments.
