The Federal Trade Commission ordered Comcast, Verizon, AT&T and other broadband providers to file reports within 45 days on why and how they collect consumer data and if they allow consumers to block such collection. The federal agency’s chair Joseph Simons said the move was “the first shot out of the box” in an investigation into the collection and use of personal data, with the potential aim of creating enforcement rules and helping Congress develop legislation on data privacy. Amazon is poised to be an advertising behemoth, even as it dominates in online retail, handling almost half of all online sales in the U.S. The company currently holds the No. 3 spot in online advertising, behind Google and Facebook, with a mere 4 percent of the market. But Amazon is on a hiring binge for its advertising division, and, according to eMarketer, is on track to double its ad revenue this year to $5.83 billion. Under the aegis of new chief executive Bryan Wiener, comScore is readying the debut of its Campaign Ratings tool to measure ad views across platforms. Wiener was hired about two months ago, in the wake of corporate difficulties including accounting irregularities and management changes. The tool promises to provide advertisers with a more realistic report of ad viewing by measuring viewers who see an ad on any device, including TV and mobile and avoiding double-counting of viewers who watch an ad once on different devices. Trustworthy Accountability Group (TAG), an advertising industry alliance, has introduced a tool that will track apps promoting piracy, to alert advertisers not to run ads on such apps. The blacklist, which currently lists 8,000 violators, will be continuously updated with mobile apps that enable dissemination of pirated content, including music, movies, TV shows and games. TAG members and other organizations will help with the continual update. The MPAA and the Recording Industry Association of America both support TAG’s effort. Facebook reports that its Q1 profit leaped 76 percent to $3.06 billion, putting to rest concerns that video-ad performance or graphic content stymied growth. Alphabet enjoyed 29 percent growth in net profit in the same quarter, apparently undamaged by brands finding their content advertised against objectionable YouTube videos. The two tech titans currently account for 99 percent of the online ad industry’s revenue growth, says Pivotal Research, even as marketers express growing concern over fake news and live video issues. More Americans are watching TV on-demand and over-the-top. Although some services such as Netflix and Amazon Prime are ad-free, the number of OTT ads is growing. Pivotal Research reports that smart TV viewing skyrocketed 65 percent over the last year, accounting now for 8.1 percent of TV viewing for the 18-to-49 demographic. In line with that finding, Innovid, which serves ads to TV apps and web video outlets, says the share of ads now placed on connected TVs has quadrupled in the same time frame. Analytics company Moat is rolling out new advertising metrics for platforms including Facebook, YouTube, Snapchat and Hulu. Recently, Facebook revealed that it has overstated metrics for video viewing for years. Rather than focusing on what constitutes a video view, Moat will judge the quality of video ad views with its Moat Video Score, which assigns in real time a number between zero and 100 based on how long viewers watch and listen to the ad and the percentage of “screen real estate” it takes up. Kantar Media announced its plans to launch a TV audience measurement service based on data it will collect from more than one million set-top boxes. The syndicated Kantar Media Audience Advisor service, which will compete with industry leader Nielsen and other data firms such as Rentrak, intends to provide insights into viewer behavior, including program engagement and commercial ratings. Online video continues to rise in popularity and online video advertising rates are falling. Prices for ads on top-tier sites in 2012 last year were down by 10 percent from 2011, according to estimates from video-ad company BrightRoll. And of the 39 billion videos viewed online in December, only 23 percent carried video ads, according to comScore. While there’s room for ad growth, there may not be enough money to go around.
