BT, Deutsche Telekom, Ericsson, Hutchison, Nokia, Orange, Telefonica, Telenor and Vodafone are part of a group of 20 telcos that released a “5G Manifesto,” detailing what governments need to do to ensure 5G coverage across Europe. The companies say they will begin conducting large-scale tests of 5G by 2018, with a 2020 commercial launch in at least one city in each EU country. But the telcos also warn that net neutrality stands in the way of innovation and ask governments to lessen strictures enforcing it. European officials have proposed new rules for video streaming companies as part of an effort to regulate online services for the region’s 500 million consumers. Part of that effort would be to require streaming companies to not only carry a certain amount of local content, but to chip in to pay for its development, as do national broadcasters. The goal, say officials, is to boost the region’s local economies. Apple, Facebook and Netflix, which dominate the European online space, would be the U.S. companies most impacted. The European Union drafted a new data-privacy policy that it hopes will be adopted around the world. The policy would require companies to include the “right to be forgotten” option so that people could ask for their links to be removed and to ask users for explicit consent to use their personal data. Europe is looking to have more influence on the Web, which is currently dominated by U.S. companies. Representatives from the EU are lobbying other countries to institute the policy.
