The White House has issued a “blueprint” for consumer protections with regard to artificial intelligence. Aimed at guiding federal agencies while setting the bar for future legislation, the voluntary directive offers five areas of focus — safety, algorithmic discrimination protection, data privacy, notice, human alternatives — and a section on applying the rules. “Among the great challenges posed to democracy today is the use of technology, data, and automated systems in ways that threaten the rights of the American public,” begins the bill, which says such tools are “too often used” to limit opportunities and prevent access to critical resources or services. During the coronavirus pandemic, the U.S. federal government, via the Centers for Disease Control and Prevention, state and local governments, is receiving analyses of people’s movements — based on location data from millions of mobile phones — in “certain areas of geographic interest.” The data, provided by the mobile advertising industry, is being used to understand how such movements may be impacting the spread of coronavirus. Google and Ascension, the second-largest health system in the U.S., have been collecting the personal health data of tens of millions of people in 21 states. Project Nightingale, the tech giant’s effort to enter healthcare, has culled lab results, diagnoses and hospitalization records, which include patient names and dates of birth. No doctor or patient has been notified, which has sparked a federal inquiry, but some experts say the initiative is permissible since Google is developing software to improve the healthcare system. Palo Alto-based BetterWorks, a company with funding and public support from venture capitalist John Doerr, has developed software that not only measures worker performance but also helps employees set individual goals to become more efficient in the workplace. The company’s software makes use of tactics and practices found in social media, fitness trackers and video games to encourage employees to set and accomplish goals in a process that is transparent to bosses and co-workers.
