Nvidia has scrapped plans to buy Arm from Softbank Group due to “significant regulatory challenges preventing the consummation of the transaction,” according to a joint statement that indicates Arm will proceed with plans for an IPO. In what is being positioned as a coincidence of timing, Arm says Simon Segars has resigned as CEO with Rene Haas, formerly president, stepping into the role. After being announced in September 2020, the $40 billion deal faced opposition from both the European Commission and the Federal Trade Commission, which in December sued to block the sale. SoftBank, which spent $32 billion to buy ARM Holdings in 2016, is now actively considering ARM’s sale to Nvidia, according to SoftBank founder and chief executive Masayoshi Son. The company has also invested in Slack, WeWork, and Uber, which have experienced high-profile problems. The U.K.-based ARM Holdings, originally founded by Acorn, Apple and VLSI, designs low-power RISC chips that have become ubiquitous for mobile phones. Last month, SoftBank reportedly hired Goldman Sachs to explore options for a sale or going public.

British startup Graphcore has developed an AI chip for computers that attempts to mimic the neurons and synapses of the human brain, so that it can “ponder” questions rather than analyze data. Up until now, said Graphcore co-founder and chief executive Nigel Toon, GPUs and CPUs have excelled at precision, using vast amounts of energy to achieve small steps. Toon and Graphcore co-founder and CTO Simon Knowles dub their less precise chips as “intelligence processing units” (IPUs), that excel at aggregating approximate data points. Japan’s SoftBank Group has agreed to acquire United Kingdom’s ARM Holdings for more than $32 billion in an all-cash deal, which insiders suggest marks a major move by the Japanese telecom toward the mobile Internet. As a top designer of chips for companies such as Apple and Samsung, ARM dominates the smartphone market and is a leader in the mobile revolution. Its designs appear in a range of devices, including Internet of Things sensors. The number of chips featuring ARM processors reached 14.8 billion in 2015, up from 6.1 billion five years earlier.
