FCC chair Ajit Pai yesterday outlined his proposed changes to net neutrality rules and the federal regulation of ISPs. Pai is calling for high-speed Internet service to no longer be classified as a public utility, as a counter to policy approved under the Obama administration intended to treat the delivery of all online content equally. Pai’s proposal would lessen new rules and largely leave policing to the industry. He believes strict regulation of telecom, broadcast and cable companies is detrimental to business and innovation. However, his proposals will likely face resistance from companies and advocacy groups that fear such changes would result in broadband providers awarding unfair accommodations to specific news and video sites. After meeting with execs at Cisco, Facebook, Intel and Oracle to discuss future plans for net neutrality, FCC chair Ajit Pai believes tech companies are interested in finding “common ground.” Most Internet companies have expressed support for “net neutrality, saying the protections guard them from paying tolls to get their content in front of consumers,” reports The New York Times. “Pai said that he agreed with the broad principles of net neutrality but that the rules, created by the commission in 2015, went too far in restricting broadband providers.” Continue reading FCC Chair Discusses Net Neutrality Rules with Tech Industry

Washington and Silicon Valley are poised to clash again in the ongoing debate over encryption technology in relation to data privacy, law enforcement and national security. Senate Intelligence Committee chair Richard Burr (Republican, NC) and Dianne Feinstein (Democrat, CA), the panel’s vice chair, have introduced proposed legislation that would require companies to unlock encrypted devices when served a court order. Congress has been working on a balance between security and privacy regarding encryption, especially in the wake of the recent iPhone case. The Federal Communications Commission is deliberating whether cable and satellite TV companies should have exclusive control of the set-top box, an idea applauded by Google and TiVo and vigorously opposed by the cable/satellite TV industry. Increased competition would lower costs and drive improvements in functionality, say Google and TiVo. Among the supporters of this idea is the COMPTEL trade group, whose membership includes Amazon and Netflix. The cable industry, already suffering losses to cord cutting, strenuously opposes the move. A number of top technology executives representing the Internet Association submitted a letter this week to leaders of the House of Representatives calling for quick passage of the Innovation Act of 2015. CEOs of Etsy, Gilt, Google, LinkedIn, Pinterest, Rackspace, TripAdvisor, Twitter, Yahoo and Yelp are among those urging politicians to pass the patent-reform bill this summer. Technology trade groups — including TechNet, the Internet Association, the Information Technology Industry Council, and the Computer and Communications Industry Association — have joined the Reform Government Surveillance group in support of the USA FREEDOM Act. The bill intends to limit federal government bulk surveillance programs in an effort to protect privacy while still addressing national security.
