All politics may be local, but you can expect less of it to be social. As of August 31, Facebook began reducing political content that appears in its News Feed. The move comes as the social media giant attempts to beat back a barrage of criticism for spreading misinformation through the use of algorithms that appear to reward click-generating controversies over level-headed dialogue. Facebook has made several changes ahead of this year’s U.S. presidential election to prevent potential misinformation being shared by politicians, their campaigns and special interest groups. The social media company will bar new political ads beginning the week before the election and tamp down any posts trying to convince people not to vote. After the election it will quell attempts to claim false victories, directing readers to accurate election information. Facebook and Twitter reported that the Internet Research Agency in Russia, which reportedly interfered in the 2016 U.S. presidential election, is again using fake accounts and created Peace Data, a fake left-wing website. With the likely goal of influencing the 2020 election, it is believed to be spreading disinformation about Democratic presidential candidate Joseph Biden. U.S. intelligence agencies have warned for months about Russian meddling. Both social platforms have already taken steps to address such disinformation; most recently, Facebook announced plans to block political ads one week before the November election and Twitter is adding more context to Trending Topics. FireEye data scientist Philip Tully showed off a convincing deepfake of Tom Hanks he built with less than $100 and open-source code. Until recently, most deepfakes have been low quality and pretty easy to spot. FireEye demonstrated that now, even those with little AI expertise can use published AI code and a bit of fine-tuning to create much more convincing results. But many experts believe deepfake text is a bigger threat, as the GPT-3 autoregressive language model can produce text that is difficult to distinguish from that written by humans. One conspiracy theory making the rounds on the Internet connects the coronavirus outbreak to 5G technology. Although actors Woody Harrelson and John Cusack are among those endorsing the misinformation, researchers indicate the majority of online activity around this theory is coordinated and possibly state sponsored. Facebook revealed that it found and took down four disinformation campaigns, three of which originated in Iran and one in Russia, all of them aimed at users in the United States, Latin America and North Africa. The posts, which crossed ideological lines and covered multiple categories, touched on Middle Eastern conflict and racial strife and mentioned New York’s Democratic congresswoman Alexandria Ocasio-Cortez. Since 2016, Facebook has referred questionable posts to fact-checking teams at news organizations to determine if they contain misinformation. Now, Instagram (owned by Facebook), has started a similar policy, using image recognition to identify posts with possible misinformation. Those posts are then sent to Facebook’s fact-checkers for review and if determined problematic, they’re no longer recommended on the Explore tab or hashtag pages. While the posts are not removed and remain in users’ main feeds or Stories carousels, Instagram is introducing a new policy to remove accounts after repeated violations.

In the wake of Russia using social media to spread misinformation, Bangladesh, Venezuela and Iran are following suit, the first two in order to assert government talking points and the latter to spread fake news on everything from the war in Syria to September 11 conspiracy theories. These social media disinformation campaigns come at a time that several countries, including India and the Ukraine, are preparing for national elections. Disinformation reportedly played a role in the recent contentious election in Brazil. The Senate Intelligence Committee released two reports that reveal how Russia’s Internet Research Agency targeted groups including African-Americans, evangelical Christians and pro-gun activists to confuse voters, create division and support Donald Trump’s run for president. The Russian operation reportedly used every digital platform available, including Facebook, Instagram, Vine, LiveJournal and even “Pokémon Go.” The research also revealed how these same digital platforms delayed reporting the extent and type of interference. Facebook chief executive Mark Zuckerberg published a 3,300-word blog post listing steps the company has taken to make the platform safer from election interference. He said that, although the company wasn’t prepared in 2016, it has developed “sophisticated systems” and that it is “better prepared for these kinds of attacks” in worldwide elections. Facebook identified and removed 652 fake accounts, pages and groups from Iran and Russia that were attempting to sow misinformation in several countries. Such campaigns in the past — most notably leading up to the 2016 presidential election — targeted the U.S., but these accounts targeted the U.K., Latin America and the Middle East as well. The U.K.’s Institute of Practitioners in Advertising called for a moratorium on political microtargeting, deeming it “weaponized ad technology.” That’s the practice whereby brands and advertisers can select who gets a Facebook ad based on specific data including location, interests and even political opinions. Stating that it had detected a political influence campaign potentially targeting the midterm elections, Facebook removed 32 pages and fake accounts that were active around contentious issues across the political spectrum. One was a sequel to last year’s “Unite the Right” rally and another was a campaign to abolish ICE. As the midterm elections approach, some tech companies are making changes to minimize harm and build credibility. Facebook plans to let users rank news sources they see as most trustworthy, as a means of prioritizing high-quality news. Twitter, which is still cleaning house from the presidential election, reports it has discovered 1,062 more accounts linked to an official Russian propaganda unit.
