Qualcomm has unveiled the Snapdragon 8 Elite, which the company says has “the world’s fastest mobile CPU,” a custom version of the second generation Qualcomm Oryon. The platform is purpose-built to power on-device generative AI, “built to handle the complexities of multi-modal AI seamlessly while prioritizing privacy,” per Qualcomm. Smartphone brands and OEMs including Asus, Honor, iQOO, OnePlus, Opposite, RealMe, Samsung, Vivo and Xiaomi are onboard to launch devices powered by the Snapdragon 8 Elite, starting before the end of the year, according to Qualcomm’s announcement. Meta’s Llama 3.2 release includes two new multimodal LLMs, one with 11 billion parameters and one with 90 billion — considered small- and medium-sized — and two lightweight, text-only models (1B and 3B) that fit onto edge and mobile devices. Included are pre-trained and instruction-tuned versions. In addition to text, the multimodal models can interpret images, supporting apps that require visual understanding. Meta says the models are free and open source. Alongside them, the company is releasing “the first official Llama Stack distributions,” enabling “turnkey deployment” with integrated safety. China’s troubled Tsinghua Unigroup chip conglomerate is about to get an $800 million infusion from Taiwan’s Foxconn in the consumer electronics giant’s bid to expand its electric vehicle activity. Battery-powered cars generally require more semiconductors than those that run on gas, and analysts say Tsinghua Unigroup is attractive to Foxconn — which makes everything from iPhones to Xboxes — for its mobile chipset and memory expertise. In 2021, Foxconn secured a deal with U.S. automotive startup Fisker to jointly manufacture electric cars with automotive chips Foxconn plans to develop with Stellantis. NextGen broadcast TV, also known as ATSC 3.0, is progressing more rapidly than predicted, with coverage in more than 40 markets that account for approximately 45 percent of the nation’s population, with a summer household target of 75 percent reach, according to Pearl TV, a coalition of U.S. broadcasters fueling the advance. The debut at CES 2022 by Chinese manufacturer Hisense of its first ATSC 3.0 TV sets — joining LG, Sony and Samsung — was well-received, as were showcases for ATSC 3.0 automotive broadcasts and fabless semiconductor firm MediaTek’s steps to hasten market delivery times for new ATSC 3.0 TV sets. The 8K Association was founded about three years ago to draw attention to the nascent 8K value chain and now, says executive director Chris Chinnock, that entire ecosystem, from production and post to live-to-air events, has become a reality. TV brands, panel makers and chip set providers are the 8K Association members that will primarily be at CES 2002 in January. The Association will not have a booth at the confab, but Chinnock will be making the rounds to tout some of the highlights of 8K’s progression over the last few years. The Advanced Television Systems Committee (ATSC), after a year-long hiatus, resumed in-person meetings on August 26 in Washington D.C. The all-day event (also streamed for remote viewing) updated the progress made to deploy the ATSC 3.0 DTV standard (NextGen TV), which will also enable distance learning and automotive applications. ATSC president Madeleine Noland noted that sales of ATSC 3.0 televisions are “now exceeding previous expectations.” For the first time, ATSC 3.0 sets at lower price points are becoming available. Next year, Huawei Technologies will begin to sell phones running its own operating system, HarmonyOS, and app ecosystem. After the Trump administration limited the Chinese company’s access to U.S.-originated components and chips built with U.S. technology, Huawei was cut off from all Google software. Nonetheless, in Q2, its phones were top sellers, beating out Samsung and Apple, mainly due to strong domestic sales. SoftBank, which spent $32 billion to buy ARM Holdings in 2016, is now actively considering ARM’s sale to Nvidia, according to SoftBank founder and chief executive Masayoshi Son. The company has also invested in Slack, WeWork, and Uber, which have experienced high-profile problems. The U.K.-based ARM Holdings, originally founded by Acorn, Apple and VLSI, designs low-power RISC chips that have become ubiquitous for mobile phones. Last month, SoftBank reportedly hired Goldman Sachs to explore options for a sale or going public.

Semiconductor manufacturer Qualcomm is presenting its case to the Trump administration for an exemption to the ban on selling components to Huawei Technologies, noting that the injunction has the impact of enriching its foreign competitors. The White House ban is part of the administration’s ongoing technology battle with China, which has intensified in recent months. Huawei would use Qualcomm chips for its 5G phones, but the San Diego-based company would need a license from the Commerce Department to be able to ship them. As Google opened its annual developer conference I/O, the company debuted Android Things, a version of its operating system for smart devices, offering SDKs to hardware and software developers. According to Google product management director Venkat Rapaka, with Android Things, such devices can now be built “faster, cheaper and more secure.” Android Things will also provide a consistent interface for users. In the midst of its legal battle with Qualcomm, Apple is designing next year’s products with modem chips from Intel or MediaTek. According to sources, Apple has taken this step because San Diego-based Qualcomm has not supplied the software necessary to test its chips in the Silicon Valley company’s iPhone and iPad prototypes. However, Qualcomm argues this point and is now suing Apple for failing to abide by the terms of its software license. Apple filed a federal suit against Qualcomm in January, claiming it unfairly blocks rivals and charges excessively steep patent royalties.
