A bipartisan Senate group is supporting a bill aimed at reducing the online advertising dominance of Big Tech platforms like Google, Meta and others. Introduced last week by Mike Lee (R-Utah) and championed by Elizabeth Warren (D-Massachusetts), the AMERICA Act — short for Advertising Middlemen Endangering Rigorous Internet Competition Accountability Act — the bill prohibits companies that “process more than $20 billion in digital ad transactions” from owning multiple parts of the digital ecosystem presenting the advertisements. FTC Demands Info from Tech Firms in Fight Against Ad Fraud

The Federal Trade Commission is cracking down on fraudulent tech advertising, which escalated substantially during the COVID-19 pandemic, issuing orders to eight social media and video streaming platforms seeking information on commercial practices that are deceptive or expose consumers to false health-care products, financial scams and counterfeit or fake goods. The action compels services including Meta Platforms’ Instagram, Alphabet’s YouTube, ByteDance’s TikTok and Amazon’s Twitch to provide answers in 45 days so the FTC can analyze their practices. Runway Opens Waitlist for Its Gen 2 Text-to-Video AI System

New York-based Runway is releasing its Gen 2 system, which generates video clips of up to a few seconds from text or image-based user prompts. The company, which specializes in artificial intelligence-enhanced film and editing tools, has opened a waitlist for the new product that will be accessed through a private Discord channel by an audience grown over time. Last year, Meta Platforms and Google both previewed text-to-video software in the research stage, but neither detailed plans to make their platforms public. Facebook and Instagram Users Can Sign Up for Meta Verified

The waitlist has officially opened for Meta Verified checkmarks on Facebook and Instagram in the U.S. The blue checkmarks, which cost $12 per month on the web and $15 for mobile apps, were first introduced in Australia and New Zealand last month. Meta Platforms CEO Mark Zuckerberg wrote on Instagram’s Meta channel Friday that in addition to a badge, Meta Verified offers “proactive impersonation protection and direct access to customer support.” To be verified, users must be at least 18 years old, agree to two-factor authentication and provide a government-issued photo ID. ByteDance Video Editing App ‘CapCut’ Gains Traction in U.S.

A video editing app from China’s ByteDance is gaining in popularity in the U.S. even as the parent company comes under fire for its viral video app TikTok potentially threatening national security. App-tracking firms including Shanghai-based Diandian show CapCut has more U.S. downloads than TikTok in recent weeks. CapCut lets users quickly create online memes and videos using templates and filters that include music and visual effects. Users say the app helps them achieve professional-looking results that are more likely to go viral on TikTok, as well as Facebook, Meta’s Instagram and Google’s YouTube. Meta Is Developing a Social Network That Could Rival Twitter

Meta Platforms is said to be considering the launch of a decentralized federated app powered by ActivityPub, the framework used by Twitter, Mastodon and others, according to a report originating in Mumbai-based Moneycontrol, which says the app, codenamed P92, will be “Instagram-branded,” allowing users to login using their Instagram credentials. A Meta spokesperson confirmed to Moneycontrol “we’re exploring a standalone decentralized social network for sharing text updates. Meta Platforms CEO Mark Zuckerberg is getting a lot of love from Wall Street, which saw the company’s stock add $100 billion in value in Q1, largely on the basis of announcing layoffs. Microsoft Believes Azure Platform Is Unlocking ‘AI Revolution’

The demand for artificial intelligence by enterprise as well as consumers is putting tremendous pressure on cloud service providers to meet the vast data center resources required to train the models and deploy the resulting apps. Microsoft recently opened up about the pivotal role it played in getting OpenAI’s ChatGPT to the release phase via its Azure cloud computing platform, linking “tens of thousands” of Nvidia A100 GPUs to train the model. Google’s PaLM API, MakerSuite Coming to Select Developers

Google is readying an API and other enterprise tools for its Pathways Language Model (PaLM) — a large language model similar to GPT — to encourage developers to create chatbots and other apps using the platform. PaLM is one of Google’s most advanced systems, with the capability to generate text, images, code, video and audio from natural language prompts. Much like OpenAI’s GTP series and the LLaMA family from Meta Platforms, it is suitable for a wide variety of general tasks. TikTok Adding Paywall for ‘Series’ Videos of Up to 20 Minutes

TikTok is introducing a new feature called “Series” that lets eligible creators post collections of premium content behind a paywall. One Series can include up to 80 videos, each up to 20 minutes long, and creators can charge anywhere from $0.99 to $189.99 for access. Creators will set pricing for their Series, which can be purchased via in-video links or via the creator’s profile. Series participation is currently limited to “select creators,” who TikTok is reportedly allowing to keep all revenue, after applicable fees. Meta Adds New Creative Tools, Features for Facebook Reels

Meta Platforms announced today that it is introducing new creative tools and features for Facebook Reels, including support for videos of up to 90 seconds, extending the previous maximum of 60 seconds. The updates arrive a few months after the company unveiled support for Instagram Reels of the same duration (news that followed TikTok’s jump in video length from three to 10 minutes in an attempt to more directly take on Google’s YouTube). Among the new creative tools include the ability to create Reels with trending templates and a “Grooves” feature that automatically syncs video to the beat of a song. Meta Has a Four-Year Plan Including Full-Fledged AR Glasses

Despite cost-cutting, Meta Platforms is continuing to spend on R&D. Coming in 2025: smart glasses paired with a neural interface watch to control them, according to The Verge, which got to view a presentation the company delivered to thousands of its Reality Labs staffers this week. Among the disclosures: for 2027, full-fledged AR glasses, a format Meta CEO Mark Zuckerberg says will eventually be as ubiquitous as mobile phones. Meta Says Its LLaMA AI for Researchers Does More with Less

Meta Platforms has unveiled a new generative artificial intelligence language system called LLaMA, which doesn’t chat, but is designed as a research tool the company hopes will help “democratizing access in this important, fast-changing field.” The LLaMA (Large Language Model Meta AI) ranges in size from 7B to 65B parameters. Touted as a “smaller, more performant model,” LLaMA enables those members of the research community that do not “have access to large amounts of infrastructure to study these models,” Meta explains. Meta’s Penalty Reforms Designed to Be More Effective, Fair

Meta Platforms is reforming its penalty system for Facebook policy violations. Based on recommendations from its Oversight Board, the company will focus more on educating users and less on punitive measures like suspending accounts or limiting posts. “While we are still removing violating content just as before,” explains Meta VP of content policy Monika Bickert, “under our new system we will focus more on helping people understand why we have removed their content, which is shown to help prevent re-offending, rather than so quickly restricting their ability to post.” The goal is fairer and more effective content moderation on Facebook.
