After a big victory passing CHIPS-plus, Congress recessed on Saturday with several technology goals pending. Among the outstanding items is a bipartisan antitrust bill that seeks to rein in the industry’s heavyweight players, a consumer privacy bill and confirmation of Gigi Sohn, a Biden administration nominee to the FCC, where net neutrality hangs in the balance. Although Senate Majority Leader Chuck Schumer (D-New York) has promised to fast track those votes immediately upon return September 6, the clock is winding down as November’s midterm elections may push Democrats out of power in one or both houses. In the wake of Russia using social media to spread misinformation, Bangladesh, Venezuela and Iran are following suit, the first two in order to assert government talking points and the latter to spread fake news on everything from the war in Syria to September 11 conspiracy theories. These social media disinformation campaigns come at a time that several countries, including India and the Ukraine, are preparing for national elections. Disinformation reportedly played a role in the recent contentious election in Brazil. Stating that it had detected a political influence campaign potentially targeting the midterm elections, Facebook removed 32 pages and fake accounts that were active around contentious issues across the political spectrum. One was a sequel to last year’s “Unite the Right” rally and another was a campaign to abolish ICE. Facebook was not able to link the pages to Russia, but officials did say that “some of the tools and techniques” were similar to those used by the Kremlin-linked Internet Research Agency (I.R.A.). Facebook and Twitter will increase scrutiny of the searchable archives of ads running on their sites, to stop fake news in the months leading up to the midterm elections. Twitter is debuting an Ads Transparency Center to open public view of a database of all ads on its platform, having already established the requirement that anyone running a campaign go through a verification process. Facebook, which also has a database of political ads, now plans to make it easier to find background details on all its platforms. After two months, Facebook responded to the more than 2,000 questions that Congressional committees asked chief executive Mark Zuckerberg. In the resulting 450-page document, Facebook rebutted government claims that it is a monopoly and didn’t answer if an app can spy on its rivals. Instead, Facebook emphasized that it has learned its lesson and is giving its users more control over their data. It also revealed more details about the info it collected, such as battery levels of users’ devices and computer mouse movements. As the midterm elections approach, some tech companies are making changes to minimize harm and build credibility. Facebook plans to let users rank news sources they see as most trustworthy, as a means of prioritizing high-quality news. Twitter, which is still cleaning house from the presidential election, reports it has discovered 1,062 more accounts linked to an official Russian propaganda unit. Google and YouTube chief executives have promised to examine videos and other content more closely to ferret out misleading news.
