ViacomCBS is teaming up with software and data company VideoAmp to develop a new advertising tracking and audience-measurement tool for linear and digital television programming. The move comes as networks and other content providers express increasing dissatisfaction over the methodologies of longtime industry measurement stalwart Nielsen, which media outlets claim has failed to accurately gauge viewers who have shifted from linear viewing to streaming on demand. Advertising sales and data company Ampersand is stepping up to promote its Total TV Measurement solution at a time when the go-to industry ratings firm, Nielsen, is under fire. Total TV is designed to help advertisers strategize and purchase multi-screen marketing campaigns. Ampersand is owned by Comcast, Charter Communications and Cox Communications, and sells network, spot and addressable advertising that targets viewers based on viewing data from 40 million set-top box households. TikTok is pushing out its Creator Marketplace API, which allows partner firms to optimize campaigns using first-party data and platform integration. The Creator Marketplace aggregates TikTok’s influencers, sharing basic stats that helps them connect with brands that can then mount, manage, measure and track campaigns within the app. The new API takes this to a new level with features including demographic filtering and real-time campaign tracking. Formally debuted in June 2020, Creator Marketplace aggregates TikTok influencers with at least 10,000 followers and 100,000 video views in the last 30 days. In the wake of widespread discontent with the Nielsen national television ratings service, NBCUniversal issued a request for proposals to 50 media companies on August 2 to create a “new measurement ecosystem for us that reflects the future.” The media giant said it is working to assemble “a full suite of interoperable measurement solutions that are as advanced, diverse, easy-to-use, and multi-platform as the ways people watch content.” Earlier this month, Nielsen asked to suspend accreditation of its national service. In an unusual move, Nielsen Holdings requested that the Media Rating Council (MRC) pause accreditation for its national TV rating service, leaving its core product without this crucial seal of approval for the first time since the 1960s. Nielsen has been under pressure to modernize its national TV measurement product, and noted that there were also concerns regarding its panel, the people used to assess ratings in the United States. YouTube, YouTube TV and Google TV inked new TV data agreements with Comscore and Parrot Analytics. Comscore said its cross-platform service Comscore Campaign Ratings will incorporate YouTube and YouTube TV measurement to provide data on those platforms across desktop, mobile and connected TV, to help advertisers and agencies “better understand co-viewing for YouTube and YouTube TV across OTT/CTV.” YouTube and Google TV also added Parrot Analytics’ global audience demand data and entertainment consulting services. On August 13, Roku will debut 23 new Roku Originals, acquired from Quibi’s library, which will have an exclusive, ad-free run on the Roku Channel. Roku premiered 30 Quibi shorts in May. Among the new series are “Mapleworth Murders,” a “Murder She Wrote” spoof that earned three 2021 Emmy acting nominations. Roku head of original scripted programming Colin Davis, previously a Quibi exec, noted that, “the investment in Roku Originals is already paying dividends.” Roku has “about two dozen” more Quibi shows to roll out this year. When Netflix founder Reed Hastings spun out Roku, the streaming video box in development, in 2008 and then sold his Roku shares to Menlo Ventures, he had no idea that this stake today would be worth almost $7 billion. Roku grew exponentially during COVID-19, with its shares rising 480+ percent from March 17, 2020; its market capitalization is now $45+ billion. The company, which went public in 2017, has become the dominant “intermediary” for streaming video distribution, with distribution to 50+ million households. Roku is now focusing on original content while continuing to expand its advertising.

Global research firm Nielsen has unveiled The Gauge, a new metric for measuring monthly total TV and streaming audiences. The company revealed that, in May 2021, 64 percent of the time U.S. viewers watched content via network and cable TV and 26 percent of the time watched via streaming services. Another 9 percent of the time, they used their TV screens for content recorded on DVRs or playing video games. Nielsen added that streaming was at 20 percent last year and 14 percent in 2019 and that its share could go up to 33 percent by the end of 2021. Nielsen Holdings will increase spending to improve how it measures TV audiences, especially its new Nielsen ONE product, said chief financial officer Linda Zukauckas. The news follows Nielsen’s $2.4 billion sale of Global Connect (since renamed NielsenIQ), which measures retail shopping for packaged goods companies, to Advent International Corporation. Nielsen ONE combines streaming and live TV ratings and is due to unveil next year. Nielsen hopes it will be a U.S. ratings standard by 2024 and, soon, a global standard. In Q1, Roku reported a 35 percent jump in active accounts, to 53.6 million, with revenue up 79 percent year-over-year to $574.2 million, beating Wall Street analysts’ expectation of $490.6 million. Those analysts also predicted that Roku would lose money in Q1 but instead it reaped an operating income of $75.8 million, up from $55.2 million in the red a year ago. Platform revenue increased 101 percent to $466.5 million. Total streaming hours on all Roku devices also reached 18.3 billion hours, a 49 percent YoY increase. NBCUniversal Telemundo Enterprises announced the launch of Telemundo Streaming Studios this week, a production unit that will exclusively serve the growing need for Spanish-language VOD streaming content. The newly created unit, which already has 35 projects in development, will also offer production services to direct-to-consumer platforms. Latinos are seen as a key cohort in expanding streaming, and Nielsen reported that four out of five have access at home to it. Nielsen debuted its Streaming Video Ratings, which will measure streaming activity including how the different platforms compare, the devices being used and the streaming behavior of different audience cohorts. Nielsen stated 10 services will be tracked although it initially didn’t name them. But, since last summer, it has included Amazon Prime Video, Disney+, Hulu and Netflix in its weekly content ratings. Experts are debating if the streamer overpaid or made a canny move to create a new franchise.
