Cartoon Network plans to launch a “micro-network” later this year that will feature 15-second content bites that only play through a smartphone app. The purpose of these videos, polls, games and trivia is to deliver device-specific content. Unlike the current Watch Cartoon Network app, which requires a cable subscription, Cartoon Network Anything will be accessible to everyone. The short form content will be updated regularly to match consumers’ reduced attention span common during smartphone use. Evan Williams, co-founder of Twitter and Blogger, is launching a startup called Medium to improve the way people write and collaborate online. The goal is to find a balance between traditional journalism, where professional editors help reporters publish articles, and modern journalism, where anyone can post anything online. For the past 73 years, the Justice Department has governed licensing organizations ASCAP and BMI to ensure songwriters receive fair royalty rates when their songs are played. Now Pandora is taking on ASCAP in a trial over royalty payments that is being carefully followed by the publishing industry. Music publishers including Sony/ATV and Universal are calling for an overhaul of the system, while tech firms are claiming that publishers are attempting to skirt federal rules designed to protect them.
