The White House is implementing a new AI policy across the federal government that will be implemented by the Office of Management and Budget (OMB). Vice President Kamala Harris announced the new rules, which require that all federal agencies have a senior leader overseeing AI systems use, in an effort to ensure that AI deployed in public service remains safe and unbiased. The move was positioned as making good on “a core component” of President Biden’s AI Executive Order (EO), issued in October. The Department of Homeland Security is harnessing artificial intelligence, according to a memo by Secretary Alejandro Mayorkas explaining the department will use AI to keep Americans safe while implementing safeguards to ensure civil rights, privacy rights and the U.S. Constitution are not violated. The DHS appointed Eric Hysen as chief AI officer, moving him into the role from his previous post as CIO. “DHS must master this technology, applying it effectively and building a world class workforce that can reap the benefits of Al, while meeting the threats posed by adversaries that wield Al,” Mayorkas wrote. The Biden administration has issued an implementation framework for its National Cybersecurity Strategy, detailing how the federal government plans to regulate digital security issues. The highly anticipated document lists more than 65 initiatives for executing the “five pillars” of the March 2023 U.S. National Cybersecurity Strategy, described as a “bold, affirmative vision for cyberspace.” The implementation takes a two-pronged approach: empowering capable actors who can bear more of the security responsibility, and the need for incentives that facilitate investment in long-term resilience. TikTok is taking a proactive stance to quash U.S. government concerns that user data might be collected and exploited by China, where the viral video platform’s parent, ByteDance, is based. TikTok CEO Shou Zi Chew made the rounds in Washington last week, sharing with think tanks and public interest groups his plan to prevent data on Americans from being transmitted out of the country. The strategy marks a shift for TikTok, which kept a low profile during attacks by the Trump administration and continuing pressure under President Biden. The Federal Communications Commission has unveiled specifics for new labels that clarify hidden fees and surprise rate hikes on consumer broadband services. Broadband providers will be required to display, at the point of sale, labels that show key information about prices, speeds, fees, data allowances, and other key information using a format that resembles the familiar “nutrition labels” that appear on food products. Emphasizing broadband as “an essential service, for everyone, everywhere,” FCC chairwoman Jessica Rosenworcel said the labeling rules apply to both wired and wireless services. The “zero trust” policy envisioned by President Biden in May when he signed an executive order to improve cybersecurity has begun taking shape with the release last week of a draft blueprint by the White House Office of Management and Budget (OMB). While Biden’s order covers the public and private sectors “and ultimately the American people’s security and privacy,” zero trust focuses on identifying and implementing best practices for the federal government’s digital platforms and processes.
