New documents submitted to state regulators for license applications are shedding light on how Elon Musk plans to make his X app into a payment platform that competes with services like Venmo and PayPal. Plans include letting users store money within their X accounts that can then be applied to purchases — including in physical stores — or issuing payment to other individuals or businesses. The filings come as X seeks to expand its revenue pool beyond advertising, which had in its Twitter days accounted for as much as 90 percent of sales. Yaccarino: X Getting Video Calls with Its ‘Everything’ Rebrand

X is developing a video-calling feature to add as part of its rebranding as an “everything app.” X CEO Linda Yaccarino shared the news in her first television interview since leaving NBCUniversal to become head of Elon Musk’s social media platform in June, when the platform was still known as Twitter. Yaccarino said X users will soon be able to make video calls based on their social ID alone, without sharing phone numbers. Long-form videos, creator subscriptions and the ability to make payments on the platform are additional features that Yaccarino explained will be coming to X. PayPal Is First Major U.S. Fintech to Launch Own Stablecoin

PayPal has become the first major U.S. fintech firm to launch its own cryptocurrency with a stablecoin called PayPal USD. Issued by Paxos Trust Company, PayPal USD is 100 percent backed by dollar deposits, U.S. treasuries and cash equivalents, and will maintain a value of exactly $1, according to the company. Initially available only to U.S. customers, CEO Dan Schulman says PayPal intends to make cryptocurrency a part of its overall payments infrastructure and will soon integrate it with its Venmo mobile payment app. PayPal shares, in a slump since last year, were up 3 percent on the news. PayPal to Acquire European Payments Startup iZettle for $2.2B

PayPal plans to make the largest purchase in its history: $2.2 billion for Stockholm-based financial tech startup iZettle. The purchase puts PayPal in thousands of brick-and-mortar retail shops around the world, and sharpens its rivalry with Square, which focuses on small businesses with physical locations. Dubbed the “Square of Europe,” iZettle produces technology and devices that allow almost half a million businesses in a dozen European countries, Brazil and Mexico to accept credit cards. The Roadmap for Walmart’s Purchase, Planned IPO of Flipkart

In the next year, Walmart may invest $3 billion in India-based, Amazon rival Flipkart by purchasing new shares at the same price as the purchase transaction, according to a filing with the Securities and Exchange Commission. The all-cash deal is groundbreaking as the world’s largest e-commerce transaction, in which Walmart will buy $2 billion new shares and a stake worth $14 billion from Flipkart investors. News Publications Testing Google’s New Subscription Tools

Google has unveiled efforts to help drive users to subscribe to news publications in response to publishers’ complaints that Google and Facebook now dominate online advertising. First, it is renovating its “first click free” feature that lets users access subscription publications via search. The company is also taking another look at publishers’ tools for online payments and how to target potential subscribers. Chinese Company Looks to Buy U.S. Money-Transfer Provider

Ant Financial Services Group, China’s largest online-payments company, has announced an $880 million deal to acquire Dallas-based money-transfer provider MoneyGram International. Ant Financial split off from Alibaba Group Holding Ltd. in 2011 and is controlled by Alibaba founder Jack Ma. “With the deal, Ant Financial would gain a large footprint and a brand name in the U.S. and expand its global money-transfer business, ultimately bringing it into closer competition with PayPal” and others, reports The Wall Street Journal. However, the deal could be scrutinized by the new presidential administration as global competition is being called into question, despite Donald Trump’s recent discussions with Ma to help create jobs. Adblock Plus Reaches One Billion Downloads, Spars with IAB

Adblock Plus, from German firm Eyeo, is now on 100 million active devices and close to a billion downloads, says Eyeo co-founder/chief executive Till Faida. That’s significant growth from the beginning of the year, when the company reported 500 million downloads and 50 million active users. Adblock Plus also launched its “Acceptable Ads” program targeting larger websites; by whitelisting ads, Adblock Plus receives 30 percent of the additional revenue. Adblock Plus Partners with Flattr for Online Payment System

Adblock Plus, via a partnership with Flattr, will soon launch Flattr Plus, which lets users pay websites for content, a move seen by some as an olive branch to the companies whose revenues have been impacted by ad-blocking software. Adblock Plus has been downloaded over 500 million times, according to parent company Eyeo. Flattr Plus users will be able to specify how much they wish to contribute monthly to the websites they visit. Amazon Payments is Gaining Traction with Smaller Retailers

Since Amazon relaunched its online Payments business in 2013, more than 23 million customers have used their Amazon accounts to pay for purchases on other businesses’ websites. That’s a trade-off that Amazon is more than willing to make. Among those companies now accepting Amazon Payments are Southwest Airlines, Comcast’s GolfNow online tee-time booking site and online store Red Dress Boutique, which reports that within a week of adding Amazon Payments, 20 percent of its orders used it, surpassing PayPal.
