Instant messaging and VoIP social platform Discord is experimenting with a feature that requires some users to verify their age by scanning their face or a photo ID. The technique is being implemented in Australia and the United Kingdom, where recently passed laws seek to crack down on minors accessing potentially harmful online content. The safeguard applies only to users who haven’t previously verified their age on the chat platform. Discord says age verification aims “to help users manage content filter settings and sensitive content visibility,” explaining it is a one-time process that can be completed when users first adjust their settings. The first legally binding international treaty on artificial intelligence was signed last week by the countries that negotiated it, including the United States, United Kingdom and European Union members. The Council of Europe Framework Convention on Artificial Intelligence is “aimed at ensuring that the use of AI systems is fully consistent with human rights, democracy and the rule of law.” Drawn up by the Council of Europe (COE), an international human rights organization, the treaty was signed at the COE’s Conference of Ministers of Justice in Lithuania. UK watchdog Ofcom has proposed a loosening of the nation’s net neutrality rules so as to not unduly restrict innovation and development. While it is up to government and Parliament to change the law, recommendations from Ofcom — which was created to monitor compliance with net neutrality laws — are influential. “Since the current rules were put in place in 2016, there have been significant developments in the online world, including a surge in demand for capacity,” as well as the rollout of 5G, and the emergence of large players like Netflix and Amazon Prime.
