European Union Earmarks $150 Billion for New Tech Initiatives

As part of a $2 trillion recovery package, the European Union is investing $150+ billion in “Digital Compass” to boost advanced technologies and narrow the gap with the U.S. and Asia. One goal is to produce at least 20 percent of the world’s semiconductors by 2030. In 2020, said the European Commission, the EU produced 10 percent. In 2019, the EU debuted a public-private cloud-computing project, Gaia-X to increase self-reliance and, in 2017, the European Battery Alliance to develop electricity-storage technologies. China’s Five-Year Plan to Build Domestic Chip Manufacturing

China has a five-year plan to dominate the semiconductor industry by building up the domestic industry while fending off U.S. blacklists. The details of the plan won’t be released for a long time, but clues have been dropped by government officials, think tanks and official publications. Over the next five years, China plans to make do with existing semiconductors while it focuses on third generation chipmaking, a nascent field that no one yet dominates, by creating local companies for relevant software and hardware. National Security Commission on AI Pinpoints Chinese Threat

The National Security Commission on Artificial Intelligence identified China as the first to challenge U.S. technological dominance since the end of World War II. To counter this potential threat to the United States, the 15-member commission issued a 756-page report urging a $40 billion investment in artificial intelligence research and development to be “AI ready” by 2025. The report also called for the U.S. to stay two generations ahead of China in semiconductor manufacturing. To that end, it suggested a significant tax credit for chip makers. Biden Orders an Evaluation of Semiconductor Supply Chains

In response to a worrying shortage in chips, President Joe Biden signed an executive order to conduct a 100-day review of the supply chains for semiconductors for various products, large-capacity batteries for electric vehicles, pharmaceuticals, and rare-earth elements crucial to technology and defense. Biden is also seeking $37 billion in funding to “supercharge” chip manufacturing and urged a separate one-year review of supply chains of six “broader sectors” including food production and technology. Nvidia Acquisition of Arm Faces FTC Probe, Big Tech Critics

As Nvidia moves to close its $40 billion deal to acquire Arm Holdings, tech companies Google, Microsoft and Qualcomm are saying the deal will harm competition and are asking for regulatory intervention. The UK-based Arm, which licenses its chip technology to Amazon, Apple, Huawei Technologies, Intel and Samsung Electronics among others, is known as the Switzerland in the semiconductor industry because it licenses its technology to companies rather than competes with them. Biden Administration to Review Semiconductor Supply Chain

President Joe Biden is expected to sign an executive order for a 100-day review by the National Economic Council and National Security Council on the manufacturing and packaging of semiconductor chips, with a focus on supply chain blockages that have created shortages. The government review will also examine supply chain issues for other critical goods including minerals, medical supplies and high-capacity batteries. Qualcomm chief executive Cristiano Amon has announced a serious shortage of semiconductor chips impacting a range of industries. In the early days of the COVID-19 pandemic, manufacturers of electronics and vehicles first drastically cut back their demand for chips but then reversed course and demand skyrocketed. Amon is just one of several industry leaders warning of the shortages and highlighting manufacturers’ reliance on outsourcing chip production to companies such as Taiwan Semiconductor Manufacturing Company (TSMC) and Samsung Electronics. Samsung Looking to Launch Chip Manufacturing Plant in U.S.

Samsung Electronics may build an up-to-$17 billion chip manufacturing plant in Arizona, Texas or New York, according to sources, and is reportedly scouting two locations in the Phoenix area, two locations in the Austin vicinity and an industrial campus in New York’s Genesee County. The decision to build in the U.S. hinges on the availability of federal government incentives to balance out cheaper costs and government incentives elsewhere. CES: Samsung’s New MicroLED TVs Offer Improved Contrast

Samsung debuted MicroLED TVs during last week’s virtual CES 2021, all offering 4K resolution, in fixed sizes of 110-inches, 99-inches and 88-inches, with the 110-inch version priced at $156,000. That compares to the launch at last year’s CES of the 292-inch MicroLED TV, made up of individual modules and custom-installed. In comparison, Samsung’s 98-inch 8K TV, which uses LCD-based QLED display, is priced at $60,000. MicroLED, the first new screen technology in 10 years, is closer to OLED than LCD and is said to feature improved contrast and response time. Amazon, Apple Lead Movement to Develop Their Own Chips

Amazon and Apple are abandoning Intel chip technology in favor of their own Arm-based products. Last month, Apple introduced Mac computers with its own chips and, in June, Amazon began marketing a new computing service based on its Arm chips that the company contends is 20 percent cheaper and faster than its Intel-based services. Amazon is also creating the foundation for building its own quantum computer and its cloud computing division is adding products to allow customers greater local control of their data. AMD Acquires Xilinx: Opens Door for 5G, Data Center Chips

Advanced Micro Devices (AMD) agreed to pay $35 billion in stock to acquire Xilinx, which will enable it to diversify into chips for 5G wireless communications and automotive electronics. The company, which has some of the strongest sales in its 51-year history, has traditionally been Intel’s rival for computer chips. With Xilnix, AMD could also provide components for data centers and compete with Nvidia in that space. U.S.-China Cold War Hits Semiconductor, Telecom Industries

The tech Cold War between the U.S. and China is doing more than disrupting manufacturing: it’s costing a fortune, particularly for the telecommunications and semiconductor industries, in which President Trump has blocked leading companies from both countries from doing business with one another. Chinese companies can no longer do business in the U.S. and U.S. companies are blocked from exporting to Chinese companies. Nvidia Acquisition of SoftBank’s Arm Brings Rewards, Risks

Nvidia agreed to pay $40 billion — $21.5 billion in stock, $12 billion in cash — for SoftBank’s Arm division, a chip designer based in the United Kingdom. Nvidia will pay $2 billion on signing, and SoftBank will also receive $5 billion in cash or stock should Arm’s performance meet specific standards. Arm employees will receive $1.5 billion in Nvidia stock. This will be the biggest semiconductor industry deal since SoftBank paid $31.4+ billion to purchase Arm in 2016. Electronics Manufacturers Consider Building Plants in Mexico

As the U.S.-China trade war heats up, Taiwan-based electronics manufacturers including Foxconn and Pegatron are considering opening new factories in Mexico, South America’s second largest economy. Sources said Foxconn would manufacture Apple iPhones in Mexico but will make a final decision later this year. Apple would not comment. Pegatron is “in early discussions with lenders” for a Mexico facility to assemble semiconductors and other electronic components. This “near-shoring” would move supply chains away from China. Qualcomm Seeks Permission to Sell Chips to China’s Huawei

Semiconductor manufacturer Qualcomm is presenting its case to the Trump administration for an exemption to the ban on selling components to Huawei Technologies, noting that the injunction has the impact of enriching its foreign competitors. The White House ban is part of the administration’s ongoing technology battle with China, which has intensified in recent months. Huawei would use Qualcomm chips for its 5G phones, but the San Diego-based company would need a license from the Commerce Department to be able to ship them.
