Importantly, the new presentation provides X with video-specific play for ad partners, which the Elon Musk-owned company has been attempting to lure back after loosened content moderation standards sent many fleeing. Judge Blocks Sections of a Texas Law Meant to Protect Minors

A federal judge has partially blocked a new Texas law by disallowing requirements that social platforms identify minors and filter content for their safety. The Securing Children Online Through Parental Empowerment (SCOPE) Act, signed last year, threatens free speech due to its “monitoring and filtering” requirements the court ruled as the basis for a temporary injunction. Canadian generative video startup Viggle AI, which specializes in character motion, has raised $19 million in Series A funding. Viggle was founded in 2022 on the premise of providing a simplified process “to create lifelike animations using simple text-to-video or image-to-video prompts.” The result has been robust adoption among meme creators, with many viral videos circulating among social media platforms powered by Viggle, including one featuring Joaquin Phoenix as the Joker mimicking the movements of rapper Lil Yachty. ByteDance Intros Jimeng AI Text-to-Video Generator in China

ByteDance has debuted a text-to-video mobile app in its native China that is available on the company’s TikTok equivalent there, Douyin. Called Jimeng AI, there is speculation that it will be coming to North America and Europe soon via TikTok or ByteDance’s CapCut editing tool, possibly beating competing U.S. technologies like OpenAI’s Sora to market. Jimeng (translation: “dream”) uses text prompts to generate short videos. For now, its responsiveness is limited to prompts written in Chinese. TikTok Introduces Group Messaging to Share Content In-App

TikTok is entering the messaging services space with a new group chat feature that supports up to 32 participants, conversing and sharing content. TikTok users have taken to sharing the platform’s short-form videos on third-party apps such as Meta’s WhatsApp and Apple’s Messages, and this move aims to keep them doing so in-app, where people can also now view and comment together. The result takes TikTok into the realm of connecting with friends and community-building, as opposed to just passively viewing content. FTC Rule Takes Aim at Fake Reviews, Influence Manipulators

In a unanimous vote, the Federal Trade Commission has banned the use of fake reviews, such as those generated by artificial intelligence, and also prohibits reviews or testimonials that are paid for, even if written by humans. The new rule, finalized Wednesday, also reins in other deceptive practices, like paying for fake social media followers, in an effort to stem misleading practices that are increasingly used by marketers. YouTube Tests Expanded Community Fact-Checking for Video

YouTube, which began testing crowdsourced fact-checking in June, is now expanding the experiment by inviting users to try the feature. Meta, UMG Music Deal Emphasizes the Responsible Use of AI

Meta Platforms has expanded its licensing deal with Universal Music Group, which now covers users sharing songs from the UMG library across Facebook, Instagram, Threads, WhatsApp and Horizon without fear of copyright violation. As part of a multiyear partnership, Meta and UMG will work together to address “unauthorized AI-generated content that could affect artists and songwriters.” This could encompass everything from users experimenting with voice copying or scraping songs for AI mashups to enterprise level crawling and theft for model training, and suggests Meta will be implementing a filtering system to detect infractions. TikTok is widely launching its promotional discovery feature, TikTok Spotlight, which lets marketers tap into its vaunted “For You” feed. Movie studios, TV networks and streamers are invited to promote their products adjacent to For You feed content identified as having related interest. “TikTok Spotlight identifies applicable TikToks on our platform and attributes an anchor link” that “drives audiences to a dedicated landing page where they can discover more details,” like synopsis, cast, and user-generated content. YouTube Testing a New Ad Model for Live-Streaming Viewers

Google-owned video giant YouTube is experimenting with a new mid-roll advertising format that aims to be less disruptive for live-streaming viewers. YouTube is testing the new format, which positions ads alongside a live stream using a picture-in-picture feature. Currently, the ad breaks occupy the full screen, cutting abruptly from the content in progress, which can be disruptive. With the new format viewers can keep their eyes on live content during the ad break. YouTube’s mid-roll PiP ad tests are part of its fight against ad blockers, use of which has seen some viewers cut off from the platform. Q2 Report: Reddit Adds Users, Narrows Losses, Preps for AI

Reddit will soon add AI-generated summaries atop its search results, co-founder and CEO Steve Huffman told investors on a Q2 earnings call last week. The company will later this year begin testing AI-powered search result pages that “summarize and recommend content,” said Huffman, who expects the technology will help Reddit users “dive deeper” into content and aid in discovery. Huffman mused monetization strategies, including boosting ad inventory and possibly installing a paywall to differentiate premium content. The discussions accompanied news that Reddit lost $10.1 million in Q2, which saw revenues of $281 million, a 54 percent increase year-over-year. U.S. Raises Stakes in TikTok Legal Battle, Suing Under COPPA

The U.S. Department of Justice has filed suit against TikTok and its parent company, ByteDance, charging they’ve violated the Children’s Online Privacy Protection Act (COPPA) by allowing children to create TikTok accounts without parental consent, and collecting their data. The suit also alleges TikTok retained the personal data of minors who joined prior to COPPA going into effect in 2000, even after parents demanded it be deleted, a right under COPPA. This latest move in the ongoing legal battle with ByteDance follows the Chinese company’s own lawsuit against the U.S. government.
