Utah has become the first state to make app stores responsible for verifying users’ ages. The Utah App Store Accountability Act shifts the burden of proving one’s age from social platforms like Snapchat, Instagram and X to digital storefronts, namely Google Play and Apple’s App Store. Those who create accounts in the state will have to prove they’re over 18 or, if underage, link their account to a parent or guardian’s. Utah Governor Spencer Cox signed the bill into law on Wednesday and it begins taking effect May 7. Google opposed the legislation and lobbied the governor to veto it. Utah has become the first state to pass laws requiring social media platforms to obtain age verification before users can register. The law is designed to force social networks to enforce parental consent provisions. As of March 2024, companies including Facebook, Instagram, Snap, TikTok and Twitter will be required to secure proof of age for Utah users via a valid ID instead of just letting people type in their birth date at sign-up. While Utah is out front on the issue, nine other states have proposed legislation that includes age checks, most recently Arkansas. As the first state to implement privacy laws protecting consumers from Big Tech, California is being closely watched as it puts together a governing body with the job of regulating how Amazon, Google, Meta and other companies collect and exploit data from millions of people.
