The Association for Computing Machinery (ACM) U.S. Technology Policy Committee (USTPC) issued a statement on the use of facial recognition “as applied by government and the private sector,” concluding that, “when rigorously evaluated, the technology too often produces results demonstrating clear bias based on ethnic, racial, gender, and other human characteristics recognizable by computer systems.” ACM, which has 100,000 global members, urged legislators to suspend use of it by government and business entities. Tech blogger and app researcher Jane Manchun Wong discovered that Twitter is developing a new verification service. The original 2016 service placed a blue-and-white checkmark next to a verified personal account, brand or company. The service was halted in 2017 after it verified an account of Jason Kessler, an organizer of the Unite the Right rally in Charlottesville, Virginia. According to Twitter co-founder and chief executive Jack Dorsey, the company planned to expand the service in 2018 but didn’t have the bandwidth to do so. Location-based data is key to many of the efficiencies promised in smart, AI-enabled cities. HERE Technologies got its start in location data in 1985 when, as Navteq and later Nokia, its goal was to digitize mapping and pioneer in-car navigation. In 2015, HERE was sold to a consortium of German automakers and currently has nine direct and indirect shareholders. The company now creates 3D maps and other location-based solutions. During CES, HERE senior VP development & CTO Giovanni Lanfranchi described how the company ran a hackathon in Istanbul that challenged ordinary citizens to come up with new location-based solutions. A coalition of 19 consumer and privacy groups plans to file a complaint against Amazon alleging that the e-commerce company’s Echo Dot Kids Edition illegally collects voice recordings and other information from users under age 13, which is a violation of the 1998 Children’s Online Privacy Protection Act, known as COPPA. The Echo Dot Kids Edition is much like the Echo Dot smart speaker device, but targeted to kids using a design featuring bright colors. Via the device, kids can ask questions, play music, and more using voice commands.

Amazon is teaming up with the National Science Foundation (NSF), pledging up to $10 million in research grants over the next three years to further fairness in artificial intelligence and machine learning. More specifically, the grants will target “explainability” as well as potential negative biases and effects, mitigation strategies for such effects, validation of fairness and inclusivity. The goal is to encourage “broadened acceptance” of AI, thus enabling the U.S. to make better progress on the technology’s evolution. Facebook revealed a ratings system it has been developing over the past year, assigning users a “reputation score” that estimates their trustworthiness on a scale from zero to one. The idea behind the system is to weed out bad actors, according to Facebook product manager Tessa Lyons who is in charge of the battle against fake news. Up until now, Facebook, like other tech companies, has depended on users to report problematic content, but discovered that users began to file false reports about items they said were untrue. For years, developers for Apple’s App Store have been able to ask users for access to their phone contacts and then share or sell the data of everyone listed in those digital address books, without their consent. That practice has recently been getting a lot of negative attention, and now Apple plans to ban developers from using that information. The updated Guidelines nixes the creation of databases of address book information collected from iPhone users as well as selling or sharing it with third parties. In light of Facebook’s latest revelation that data from as many as 87 million users — not the 50 million figure originally reported — was improperly shared with Cambridge Analytica, CEO Mark Zuckerberg admitted he made a “huge mistake” by not paying more attention to the potential for abuse. Facebook further revealed that marketers, using a now-disabled feature that distributed profile data connected to email addresses and phone numbers, could have harvested data from “most people on Facebook.” Zuckerberg is scheduled to appear before federal committees next week. Twitter chief executive Jack Dorsey has brought his own company to task, for what he said is a less-than-stellar performance in handling malicious activity. More specifically, he said that he did not move quickly enough to take action against the Russian efforts to create divisions between Americans. Dorsey, who has previously expressed contrition for his slow reaction, has now made it clear that the company needs to take actions to prevent this from happening again, rather than just reacting after the fact. AT&T, one of the winners in the recent end of net neutrality rules, is clarifying its stance. Instagram has taken a step to increase transparency, giving Internet celebrities on the site an easier way to let viewers know if their posts are sponsored. Users and sponsors can work together to decide whether or not to tag a post as a “paid partnership” at the top. This new feature is currently being tested with a few celebrities and businesses. If it proves successful, Instagram will launch it more widely. Parent company Facebook already uses a similar method of disclosing such paid partnerships. For example, consider the current obsession with grinding down smartphone bezels so that all that remains is a gleaming, five-inch window into the world of “Angry Birds.” Or, look to the excitement of panel manufacturers who boast of new color spaces, dynamic ranges, and resolutions. Virtual reality presents the possible apotheosis of this kind of mediation: a technology where content has no borders, instead utilizing the totality of one’s senses, the net cast by its content so wide that the machinery which deploys it becomes eclipsed. The IEEE just published the first version of a 136-page document that it hopes will help technologists build ethically designed AI systems that can benefit humanity and avoid the pitfalls inherent in the new field. Ethics, says the IEEE, is something that technologists should consider when building autonomous systems, and it lists recommendations in the new document, titled “Ethically Aligned Design,” which are based on the input of more than 100 specialists in AI, law, ethics, philosophy and policy.
