European telecoms and Silicon Valley giants are jousting again, at the annual Mobile World Congress in Barcelona. The major carriers, including Deutsche Telekom AG and Spain’s Telefónica SA are pushing for the European Union to either lift some of the regulations imposed on them or apply similar rules to Internet-based text and voice services, such as Facebook’s WhatsApp or Google Hangouts. At the same time, several telecoms have signed on to Facebook’s TIP project, an open source initiative to design cellular towers. At this week’s Mobile World Congress, Facebook chief exec Mark Zuckerberg explained to a packed crowd why he believes Internet.org will eventually help carriers convince consumers to increase spending on mobile content. The Facebook-backed service, currently available in countries such as Paraguay and Zambia, is designed to offer those in emerging markets free access to the social network and some other online applications. Verizon Communications is reportedly in talks with Vodafone Group to pay as much as $130 billion for Vodafone’s 45 percent stake in Verizon Wireless. The deal, which could be completed within a week, would be the second-largest acquisition on record and could possibly lead to a new round of mergers across the global telecom industry.
