The Federal Trade Commission has opened an investigation into Big Tech’s artificial intelligence arms race. Specifically, the agency has ordered five companies to provide information under what it calls a “6(b) inquiry,” targeting Amazon and Google’s strategic alliance with Anthropic, and Microsoft’s investment in OpenAI. The scrutiny aims “to build a better internal understanding of these relationships and their impact on the competitive landscape.” In other words, the government does not want another free for all, along the lines of social media’s growth, which saw big players acquire startups competing in the space. In a Threads post last week, Meta Platforms CEO Mark Zuckerberg announced that the company’s new frontier is open-source artificial general intelligence (AGI). Meta has united its FAIR and GenAI research teams behind the goal of developing such a platform, which Zuckerberg described as part of the company’s “long-term vision.” “The next generation of services required is building full general intelligence, building the best AI assistants, AIs for creators, AIs for businesses and more,” Zuckerberg said, explaining that will require “advances in every area of AI from reasoning to planning to coding to memory and other cognitive abilities.” Continue reading Meta Combines Research Units to Develop Open-Source AGI

Microsoft plans to add OpenAI’s artificial intelligence app ChatGPT to its Azure OpenAI Service, which is now being made generally available after being offered to select enterprise customers in limited availability since November 2021. ChatGPT’s Azure debut expands on the existing relationship with OpenAI, in which Microsoft in 2019 invested $1 billion, a stake it is considering to expanding by another $10 billion. Microsoft couched the moves as a ”continued commitment to democratizing AI, and ongoing partnership with OpenAI.” Microsoft chief exec Satya Nadella also announced the company plans to eventually include AI tools like ChatGPT into all of its products. The World Economic Forum (WEF), in partnership with 100+ organizations, debuted its Global AI Action Alliance with the mission to “harness the transformative potential of artificial intelligence by accelerating the adoption of trusted, transparent and inclusive AI systems globally.” Its steering committee includes IBM chief executive Arvind Krishna and International Trade Union Confederation general secretary Sharan Burrow, with multinational organizations OECD and UNESCO. The Alliance is the recipient of $500,000 from a Patrick J. McGovern Foundation $40 million grant to support AI and data projects. At the World Economic Forum in Davos, major tech players such as Alphabet, Apple, Facebook and Microsoft asked lawmakers for regulations they once fought. Facing antitrust probes and pushback on AI, privacy and encryption among other issues, these companies believe laws are inevitable and want to have a role in creating them. They also fear a patchwork quilt of global laws. As lawmakers in the U.S. and Europe ponder how to best regulate artificial intelligence, IBM called for the industry and governments to jointly create standards to measure and avoid AI bias. The company, led by chief executive Ginni Rometty, issued a policy proposal on the eve of the World Economic Forum in Davos. Although their policies are not as strict as governments might otherwise propose, the goal is to find a consensus among all parties. The World Economic Forum’s Centre for the Fourth Industrial Revolution this week announced the creation of six new councils to address policy guidance in areas including artificial intelligence, autonomous vehicles, blockchain, IoT and precision medicine. Already a source of friction between the U.S. and China, AI is one emerging technology seen by many nations as crucial to future development and competition. At the World Economic Forum in Davos, Switzerland, several countries’ leaders called for a global regulation of technology. Japanese Prime Minister Shinzo Abe, whose country is chair of the Group of 20 nations (G20) this year, said he would push for an international system to oversee use of data when the group meets for its annual June summit in Osaka. Google and Facebook had a rough 2018 regarding data privacy, but the advertisers haven’t abandoned the two tech giants and their profits continue to soar. This year may be even tougher as concern about privacy grows. In fact, French regulators levied a 50 million Euro (about $57 million) fine on Google, for not clearly disclosing how data collected across its sites are used to personalize ads. Zipline, the California-based startup that uses drones to deliver blood and drugs to remote Rwandan medical centers, is now using a fixed-wing aerial robot to make commercial deliveries at nearly 80 miles per hour. The company claims its fixed-wing UAV is the world’s fastest commercial delivery drone. In Rwanda, Zipline has already flown 300,000 kilometers in over 4,000 flights since its October 2016 debut, and introduced a similar service in Tanzania. This expertise will enable it to compete with the big players in drone delivery including Amazon’s Prime Air and Alphabet’s Project Wing.
